Overview

1. Standard Duties and Responsibilities To undertake and participate in the development of all duties and functions pertinent to the area of professional competence of an EP as set out in the Emergency Care Physician Core Privileges and Credentials Procedures (Specialty Subcommittee of Emergency Medicine, National Specialist Register Malaysia) and in line with policies as specifies by the Employer.

Core Clinical Care
  • a. Clinical management and direction of the Emergency Department (ED)
  • b. Responsible for the assessment and immediate care of all emergency patients attending the ED and areas linked to the ED. This may be delivered personally or by supervision of other clinical staffs.
  • c. Responsible for the on-going care of all patients within the ED and once admitted to the Observation ward if (and when) available on site. This may be delivered personally or by supervision of other clinical staff.
  • d. Responsible for ensuring a prompt response for Code Blue ward emergencies. This may be delivered personally or supervision of other clinical staffs.
  • e. Undertake essential supporting administrative duties including, among others, risk management, critical incident investigation, infection control, management and oversight of rosters
  • f. Ensure that duties and functions are undertaken in a manner that minimizes delays for patients and possible disruption of services.
  • i) Major Incident Planning for ED and the hospital
  • ii) Community programmes organized by the hospital
  • iii) Medical Screening of corporate clients
  • iv) Clinic Waqaf
  • v) Marketing activities pertaining Emergency Medicine Services.
Staff Supervision and Training
  • a. Responsible for the selection, supervision and training of ED Medical Officers and the allocation of duties to them.
  • b. Contribute to the provision of structured training and situational learning opportunities for ED Medical Officers and support the clinical and professional development of all other medical staff in the ED.
  • c. Supervision of students in medical, nursing and allied health professions assigned to the ED
Continuous Medical Education
  • a. Actively participate in ED and hospital educational activities and the development of training and education in emergency care in the hospital.
  • b. Active involvement in research activities in the department including efforts in R&D to upgrade services of the ED in the hospital.
Clinical Governance
  • a. Actively participate in all the policies stipulated by the management including but not restricted to:
  • i) Malaysian Society for Quality in Health (MSQH), ISO 9001:2008, ISO 74001:2004, OHSAS 18001:2007 and/or Hospital Accreditation requirements;
  • ii) Occupational Safety and Health Act Regulations 1994:
  • • To take reasonable care at work for the safety of yourself and other persons;
  • • To co-operate with your employer or any other person in the discharge of any duty;
  • • To wear or use any protective equipment or clothing provided by the employer
  • • To comply with any instruction or measure on occupational safety and health
  • iii) Ensure Patient's and Family's Rights Policy (Malaysian Hospital and Accreditation Standards 2013) addressed at all times.
  • iv) Ensure compliance of Patient Safety goals as safety improvement measures recommended by World Alliance for Patient Safety (2008)
  • v) Ensure to actively participate in all 5S activities.
  • vi) Ensure to adhere to Standard People Practice (SPP)
  • vii) To meet on a specified basis and as required with the CEO/MD to confirm, review and develop an agreed job plan that addresses the needs of the service.
  • viii) Contribute in the collection, analysis and the reporting of data necessary for quality assurance activities in the ED.
  • ix) Marketing activities pertaining to Emergency Medicine Services.
  • x) Promote effective team working within the ED.
  • xi) Ensure optimal communication with all medical, management and support services in the hospital, and with external agencies relevant to emergency care.
  • xii) Attending management and service development meetings including participation in other professional and administrative groups as appropriate.
Education

Degree/ Masters in Emergency Medicine & having a minimum of 2 years experience working as an Emergency Physician.

Knowledge and Experiences

This post requires high level of knowledge in clinical, medical and professional management to oversee the operation of the Emergency Medical services, able to make good decision in critical situation and ensure efficient and effective care is rendered. The decision may impact the quality and safety of the service rendered. Decision making on the daily routine work within Emergency Department. To refer to immediate Superior for complex matters that is beyond the context required on the job. The EP shall receive training and support to enable him/her to participate fully in such structure.

• Considerable latitude is given in order that action regarding medical management quality improvements and problem solving are dealt with immediately. This must be within the context of the Corporate Policies, Procedures and Vision & Mission and in accordance with accepted clinical guidelines.
