Role Overview

The Deputy Head, Group Revenue Enhancement supports the Head of Group in driving non-toll revenue growth across ALR-managed highways. This role plays a key part in strategy execution and operational leadership across revenue partnerships, asset commercialisation, leasing, advertising, land management, and innovation initiatives. The incumbent will lead commercial development of highway assets through strategic partnerships, leasing, advertising, and cross-sector collaborations while ensuring compliance, governance, and sustainable income growth.

Key Tasks
  • Revenue, Partnerships & Innovation: Support the Head of GRE in rolling out approved strategies and initiatives across all GRE units. Develop and execute integrated marketing campaigns with strategic partners to drive awareness and monetisation. Cultivate partnerships with F&B chains, digital platforms, telcos, advertisers, and government agencies. Drive co-branding, sponsorships, and naming rights deals with measurable ROI and KPIs. Commercialise advertising inventory across static and digital platforms (e.g., lightboxes, gantries, digital panels). Propose and evaluate new income streams such as data monetisation, pop-up experiences, and digital innovations. Prepare business cases, pitch decks, and proposals for internal evaluation and external negotiations. Track campaign performance and optimise revenue driving activities based on analytics and market trends.
  • Asset Commercialisation & Land Management: Support land feasibility reviews for commercial development or JV opportunities. Assist in preparing and submitting development or usage proposals to relevant authorities. Monitor SPPI applications, renewals, and ensure all land-related activities meet compliance standards. Liaise with internal legal and technical teams on land use proposals and compliance matters.
  • Commercial & Ancillary Facilities (CAF) / Leasing Operations: Assist in planning, activating, and managing retail/CAF spaces across highway R&Rs, lay-bys & etc. Work closely with facility management and planning teams on design, layout, tenancy mix, and leasing plans. Lead tenant sourcing, onboarding, and negotiations in alignment with revenue goals. Monitor tenancy performance, rental collection, and renewals to ensure income stability.
  • Advertising and Media Revenue: Assist in commercialisation of static and digital advertising assets across highways. Supports negotiations with media buyers and digital partners to secure value-added campaigns. Develop strategic advertising packages tailored to corporate and government clients. Ensure regulatory compliance with LLM, KKR, MHA, JKPTG and local authorities.
  • Land Use & Commercialisation: Coordinate internal land assessments and liaise with legal/technical teams for potential development or sublease. Ensure land project tracking, documentation control, and authority submission timelines are met. Support stakeholder meetings with developers, consultants, and local councils.
  • Strategic Partnerships and Business Development: Engage with GLCs, telcos, developers, and potential business partners for strategic commercial collaborations. Propose sponsorship models, joint campaigns, and innovation-driven revenue streams. Develop pitch decks and business cases for Board, investors, or public/private partnerships.
  • Commercial Negotiations and Deal Structuring: Assist in commercial discussions with prospective partners, vendors, and tenants. Prepare and present business proposals, pitch decks, and negotiation frameworks. Ensure contracts are structured to balance commercial viability with operational risk and compliance needs. Liaise with Legal, Finance, and technical teams to align commercial terms with internal standards.
  • Financial Management and Reporting: Assist in developing revenue forecasts, budgeting, and tracking of actual performance against targets. Provide timely reports on campaign outcomes, leasing performance, advertising revenue, and business pipeline. Monitor cost to income ratios and contribute to overall financial health of GRE initiatives.
  • Team Development & Leadership: Mentor and coach direct reports across GRE units, providing guidance, performance reviews, and training opportunities. Foster a collaborative, accountable, and proactive team culture. Step in to lead meetings, presentations or high-level engagements in the Head’s absence.
  • Compliance, Risk & Governance: Ensure timely renewal of licenses, tenancy agreements, and regulatory permits. Monitor risks across contracts, operations, and partners; escalate issues with proposed mitigation steps. Support internal audits and ensure documentation complies with ALR’s governance standards.
  • Reporting & Stakeholder Coordination: Consolidate updates from all GRE units for weekly management meetings, project reporting, Board and EXCO input. Prepare talking points, briefs, and review materials for internal/external stakeholder engagements. Coordinate with Legal, Procurement, Finance, Engineering, GTOL, GMEI, and GTES on cross department matters.
  • Others: Ensure compliance with regulations related to the Environmental Quality Act, Safety and Health Act, and management system standards, while promoting a process approach and risk-based thinking, ensuring that the QESH achieves its intended results. Stay informed about industry trends, emerging technologies, and best practices in revenue enhancement, commercial leasing and ancillary facility management. Share insights with internal teams to promote continuous improvement. Undertake any other duties as directed by the Group Head of Department & the Management as required.
Job Requirements
