Job description

The Cost & Procurement Manager works with Legal & Contract Manager reviews, and understand client’s contracts and services in accordance with company policies.

The Cost & Procurement Manager reviews, negotiates, and manages downstream contracts and services in accordance with company policies.

Responding to contract negotiation, bids, and proposals.

Lead and manage team of Quantity Surveyors and ensuring contract compliance with the company’s policies and procedures, Subcontractor Agreements awarded are within budget, according to specifications and adhering to the delivery terms.

Develop and implement a strategy to ensure the functions is operating in line with the objectives of the business to add value, mitigate supply chain risk and deliver cost savings.

Work alongside the senior management team in contributing to overall business objectives.

Manages and oversees all commercial related issues for assigned projects.

Informing the internal and external stakeholders of the status of contracts.

Core Duties & Responsibilities

Contract Management

Managing contracts and frameworks (ensuring works are delivered in accordance with the contract, and monitoring and managing the performance of the supplier to the contract, escalating issues where required).

Ensure that all Notice of Claims / Notice of Delays are submitted to the client timely and in accordance with the contract.

Oversee QS activities and ensure all sub-contractor/vendor’s payment claims are responded in accordance with the regulations.

Supporting role to Project Managers; assist the Project Managers in procurement planning decisions.

Ad-hoc support within the Project Management Team as required (e.g., supplier engagement, chairing meetings, resolving issues, working with suppliers or internal staff).

Evaluate the challenges faced by the business and take action to mitigate risks and develop opportunities.

Contribute to overall business strategy and annual budget process.

Contract Award

Monitoring contracts, and moving forward with extension, close-out, or renewal of contracts.

Ensuring all contract details align with federal, state, and local laws, as well as cooperate guidelines, policies, objectives, and goals.

Input and hold responsibility for contract award and cost estimating budgets.

Work closely with Project Team in identifying suitable vendors for project execution.

Devise resourceful procurement and sourcing strategies.

Analyse contract with an eye toward reducing costs and increasing profits, while ensuring compliance with the law, project schedule and specification.

Ensure all Purchase Orders, Works Orders, Subcontract Agreements awarded are within budget, according to specifications and adhering to the delivery terms.

Support During Construction

Ensure that the budget project costs are broken down into appropriate cost centre, ensure that budgets are distributed and explained to the personnel.

Ensure that the budgets are controlled before the cost commitments are made, and the commitments are tracked once they are made.

Ensure that the cash flow projections are done accurately and on a timely basis.

Prepare project cost reports on a timely basis.

Work closely with Tender and Marketing team in identifying suitable vendors for tender.

Provide access to potential, approved and preferred vendors for Tender and Marketing Team to liaise with.

Assist tender team/project managers in structuring budgets.

Support the Project team with Tendering work packages and submission of prices.

Relationship Management

Develop and maintain strong relationships with internal and external stakeholders to ensure optimal performance.

Work collaboratively, negotiate and engage with key stakeholders to facilitate delivery and compliance with the purchasing strategy.

Communicate with stakeholders the impact of market change and potential effects on supply. Recommend solutions without compromising quality or service while optimising cost.

Contribute to new business initiatives and projects.

Leadership and Self-Management

Lead team of Quantity Surveyors to ensure KPIs met.

Inspire and motivate the team.

Knows, develops the team, and consistently manages performance firmly and fairly.

Coach, mentor and develop direct reports and manage a high performing team that delivers continuous improvement, added value and cost reductions.

Ensure strong communication between teams under leadership to facilitate exchange of information and in order to implement change and improvements.

Provide leadership, coordination and coaching to the team, ensuring they are trained enabling them to achieve the operational and financial metrics within their areas of responsibility and succeed in their roles.

Establish strategy and best practices for staff to ensure achievement of overall business objectives. Work with the team to translate strategy into specific annual performance goals and departmental objectives including KPIs.

Qualifications & Job Requirements

Education:

Degree BSc (Hons) degrees in Commercial Management and Quantity Surveying or any relevant field.

Working Experience:

At least 10 years working experience.

Quantity surveying background with several years of construction industry experience.

Skills:

Demonstrate proven skills as a team leader and motivator.

Good written and spoken English.

Excellent client liaison and people management skills.

Extensive understanding of the construction industry.

Good analytical, financial and numeracy skills.

Sound knowledge of contracts and the legal framework.

Special Requirements

Be able to work flexible hours, work with tight schedule.

Strong commitment and passion in delivering results.

Able to travel or relocate within North/Central/South Malaysia due to project needs.
