Job description

Fine Engineering Technology Sdn Bhd – Penang

Review and analyze RFQs, engineering drawings, and technical specifications.

Develop procurement technical specifications according to procurement requirements, and prepare package definition documents in line with system subcontracting and tendering needs.

Organize inquiries for bidding-related equipment and materials, as well as for professional/system subcontracting.

Handle pre-bid cost estimation and quotation preparation for tender projects.

Coordinate the preparation of pre-bid design optimization proposals as required by tender documents.

Review and analyze supplier quotations, conduct price comparison, and provide cost recommendations.

Prepare detailed cost estimates for projects, ensuring alignment with design specifications, quality requirements, and timelines.

Develop and manage project budgets, ensuring cost control and identifying areas for cost savings.

Assist in contract negotiations and provide technical support during the bidding process.

Monitor market price trends for electrical materials and equipment to support cost control.

Work closely with project teams, procurement, and design engineers to ensure cost accuracy and compliance with project requirements.

Carry out other tasks as assigned by superiors.

Requirements

• 1. Bachelor’s degree or above in Construction Management, MEP, Quantity Surveying, Engineering or a related field.; proficient in English, Malay, and Mandarin to serve Mandarin-speaking customers.
• 2. Minimum of 5 years’ experience in cost management or quantity surveying; familiar with local Malaysian standards and regulations for electrical installation in industrial plants (TFT, electronics, semiconductors, pharmaceuticals, food, etc.).
• 3. Strong ability to independently review and prepare budgets and estimates.
• 4. In-depth knowledge of electrical equipment and material specifications, with strong price analysis and evaluation skills.
• 5. Capable of independently performing quantity take-off and pricing.
• 6. Proficient in office software applications.
