Responsibilities:

• Provide analysis, development, and evaluation of new government-wide modernization strategies, plans, and TSA direction to recommend technology policies, standards, and guidelines.
• Identify and facilitate the creation of enterprise-wide solution development standards, policies, and guidelines to support standardized practices, unify technologies, share frameworks, methodologies, and patterns.
• Recommend and establish frameworks for solution development standards and enforcement based on industry best practices and previous experience.
• Identify enterprise platforms, products, and technology stacks using common patterns and services that leverage a modular and composable architecture approach for standardization.
• Develop, recommend, implement, and manage the IT Enterprise Architecture (EA) strategy and deliverables for the organization.
• Define standards and policies across all TSA layers and approaches to mandate the adoption of standardized practices and shared technology platforms for channels, integrations, infrastructure, and security.
• Establish governance processes to ensure compliance with standards and develop KPIs and metrics to measure standards compliance and effectiveness.

Experience and Skill Set Requirements:

• Experience in developing and implementing Enterprise Architecture and standardization practices for enterprises.
• Knowledge of Application architecture, Technology Architecture, and Artificial Intelligence (AI).
• Experience with modular architecture including microservices, APIs, and standardized application patterns.
• Strategic thinking and development skills, aligning strategic objectives with technology and resources.
• Ability to define business capabilities and processes.
• Experience in operationalizing business strategy through systems, processes, and data.
• Understanding of data interdependencies and transformation thinking.
• Experience in identifying technology risks and mitigations.
• Developing IT strategies aligned with business vision.
• Skills to streamline application landscapes, decommission redundancies, and reduce costs.
• Knowledge of Cloud architecture and technologies such as storage, web services, APIs, DevOps, security, networking, Middleware, VMware, CI/CD pipelines.
• Familiarity with multiple programming languages (.NET, ASP.NET, C#, JavaScript, CSS, HTML), API management, network/security systems, and complex IT ecosystems.
• Experience with AI, Machine Learning, Large Language Models, and Retrieval-Augmented Generation.

• Experience using communication skills to discuss issues, seek consensus, and develop standards.
• Strong facilitation skills for design discussions, negotiations, and presenting recommendations on emerging technologies.
• Proven ability to build relationships with external partners and vendors, coordinate projects, and share information.
• Ability to communicate technical concepts to diverse stakeholders and advise on potential issues.
• Negotiation and persuasion skills to help managers appreciate architectural benefits and assess security and privacy considerations.
• Excellent analytical, problem-solving, decision-making, verbal and written communication, presentation, interpersonal, and negotiation skills.
• Team player with a track record of meeting deadlines.
• Experience in stakeholder engagement, including presentations, briefing notes, and facilitating meetings.
