The two houses that make up Parliament, the National Assembly, and the National Council of Provinces,each with its own distinct role and functions set out in the Constitution, work together to oversee the promotion of the constitutional values of human dignity,equality, non-racialism and non-sexism, human rights, and freedom.JOB SUMMARYAs the Procedural Adviser : House Plenaries, you will play a crucial role in the provision of procedural advice and guidance related to plenary sittings of the National Assembly in line with its constitutional mandate.

The Secretary to the National Assembly, assisted by procedural staff, is the adviser to the Speaker and other presiding officers, and to Assembly members generally, in relation to proceedings of the Assembly.

Procedural Adviser : House Plenaries forms part of the team that deals with House Direct Support matters, including the provision of accurate written records of formal decisions and proceedings of the National Assembly; procedural advice to internal (House) committees is provided; that rules, motions, and other procedural documents are drafted in support of smooth house proceedings, that statutory obligations of the Assembly are processed, including those related to membership of the Assembly and that institutional memory on procedure is maintained.

You will work closely with Members to advise / provide guidance on complex issues related to parliamentary procedure.

You require a thorough grounding in the constitutional, legislative and rules frameworks which guide the work of the National Assembly.

In executing your responsibilities, you will contribute significantly to the effectiveness and integrity of the work of the National Assembly and its members as the elected representatives of the people of South Africa.Your key responsibilities will be : a) Provision of advice, guidance and support on matters directly related to the functioning of the HouseProvides advice relevant to plenary meetings of the National AssemblyCo-ordinates the provision of advice and guidance on plenary-related mattersScan the environment for issues relevant for the functioning of the House and provides guidance to Presiding Officers and Members of the National Assemblyb) Provision of advice and support to Joint- and plenary sittings of the National Assembly.Ensures the provision of support to plenary meetingsEnsures support to Joint Sittings of Parliamentc) Managing the creation and review of Institutional Memory instruments on matters directly related to House supportManages the production and review of Indexes of Minutes of Proceedings and QuestionsReviews the Audit of Statutesd) Managing the scrutiny of Committee Reports and monitoring and tracking of House resolutionsUndertakes vetting of Committee Reports and Communicates concerns and issues to relevant stakeholdersDevelops and reviews a system for tracking and monitoring of House resolutions and coordinates follow-up actions on House resolutions and Committee Reportse) Coordination of processes for the appointment of non-elected office- bearers and whipsAllocates responsibilities to Procedural Officers on receipt of correspondence from partiesf) Co-ordination of processes related to rulings by Presiding OfficersIdentifies matters for substantive rulings by Presiding OfficersCoordinates preparation of rulings for submission to the Presiding OfficersCollates selection of rulings for publication in Digest of Rulingsg) Management of support for external parliamentary interactionProvides procedural advice and guidance relating to the State of the Nation Address; Youth Parliament; Women's Parliament, People's Assembly and Africa DayCoordinates the provision of content supportCollates notes on proceedings and develops reports and submits reports according to agreed timeframes Provides training on parliamentary procedureh) Staff SupervisionProvides guidance and one-on-one coaching to staff within the procedural team / unit on the implementation of work processes and procedures, work tasks to procedural officers accordingly.Enters into performance agreements with staff timeously and in line with Parliament's performance management policies, processes and procedures.To qualify, you must have : Applicants should be in possession of an Honours Degree or Post-Graduate qualification in Law / Public Administration or related qualification at an NQF Level 8 and 8 years specialist Parliamentary / Legislature procedural advisory experience.You must also demonstrate : Thorough knowledge of parliamentary processes and procedures, the constitutional framework and political environmentExcellent written and oral language skills.Ability to facilitate teamworkThe ability to work long and irregular hours under sustained pressure.Excellent organisational and administrative skillsInterpersonal skillsComputer literacyWhat you will experience working at Parliament : In return for your hard work, we offer meaningful and engaging work.
