A leading Oil & Gas company is seeking a Procurement Specialist with at least 10 years of experience in upstream procurement activities. The role involves managing procurement schedules, evaluating vendors, negotiating contracts, and preparing reports. A degree in Engineering or a related field is required. This position is contract-based for 12 months with a pay starting from RM6,000.00 per month, located in Kedah.
Responsibilities include:
1- Establish priorities, assign workloads and review difficult and complex assignments.
2- Manage and coordinate establishment of schedules, task assignments and allocation of man-hours and equipment to ensure compliance with operational commitments.
3- Evaluate all purchase activities; selections of vendors, prices, technical evaluations and analysis for approval.
4- Review the award recommendation paper prior approval from management.
5- Ensure procurement activities are in compliance with procurement procedures and guidelines.
6- Prepare procurement reports based from the database.
7- Analyse procurement trends and spending according to months, projects, reimbursable, non-reimbursable, level of authority.
8- Manage work done by Procurement Executive and provide guidance.
9- Ensure sourcing plans are developed according to schedules and execute ITB.
10- Manage process to screen and qualify vendors.
11- Evaluate and analyse ITB.
12- Negotiate contracts and ensure all documentation is appropriate.
13- Provide assistance to Head, Procurement in other tasks related to the procurement department.
14- Respond to requisitions verifying cost-recoverable, selecting vendors, preparing RFPs, faxing to suppliers, compiling quotations/bids and updating database.
15- Evaluate bids, analyze and clarify technical specifications with project team.
16- Prepare award recommendations, obtain approvals and update database. Final negotiations with vendors to obtain discounts.
17- Respond for preparation of yearly budget for the department.
18- Based on existing costs, provide estimates on the budget projection for the incoming year.
19- Identify any additional requirements other than existing expenses which may be incurred for the following year.
