A multinational energy company is seeking a qualified and experienced Project Quality Manager to lead quality management for various projects across Malaysia. The role requires a minimum of 12-18 years in Quality Management within EPC or industrial construction, overseeing compliance with ISO standards and regulatory requirements. The ideal candidate should have a strong track record in audits, quality oversight, and managing quality teams. Lead and manage Project Quality Management for assigned projects.
Provide country-level oversight of quality operations across all active projects in Malaysia, ensuring consistency and compliance.
Establish, implement, and maintain Project and Country Quality Management Systems aligned with ISO 9001:2015 and corporate standards.
Develop, review, and approve Project Quality Plans (PQP), Inspection & Test Plans (ITP), and quality procedures.
Act as the senior quality authority on projects, including issuing or endorsing Quality Stop Work Orders when required.
Govern quality performance across projects through audits, reviews, and management walkthroughs.
Lead internal, external, client, and contractor audits, including off-site fabrication and supplier audits.
Oversee Non-Conformance (NCR) management, Root Cause Analysis (RCA), Corrective and Preventive Actions (CAPA), and lessons learned integration.
Ensure quality compliance throughout engineering, construction, testing, commissioning, FAT, OAT, and handover phases.
Support construction completion walks, punch list governance, system/room readiness, and final handover activities.
Monitor, analyze, and report quality KPIs, trends, risks, and improvement initiatives at project and country levels.
Coach, mentor, and develop QA/QC teams and Project Quality Managers across Malaysia.
Provide functional leadership, guidance, and escalation support to site-based quality teams.
Interface with clients, consultants, regulatory authorities, and senior internal stakeholders.
Integrate quality with safety, risk management, commissioning, and project delivery processes.
Responsible for quality resources deployment to projects including hiring and demobilization. The role has to complete performance management of resources annually.
Minimum 12 – 18 years of experience in Quality Management, QA/QC, or Project Quality roles within EPC or industrial construction.
Proven experience leading quality on large, complex EPC projects, preferably high-tech facilities such as data centers or semiconductor fabs.
Demonstrated experience providing multi-project or country-level quality oversight.
Strong knowledge and practical application of ISO 9001:2015 and EPC quality governance frameworks.
Proven track record in audits, NCR management, RCA, CAPA, and performance improvement.
Sound understanding of Malaysian regulatory requirements and international construction standards.
Degree or Diploma in Engineering. Postgraduate qualification (e.g., MBA) is an advantage.
- Project Management Professional (PMP) or equivalent project management qualification (is advantageous)
- CSWIP / Welding Inspection certification (is preferred)
