A leading talent acquisition firm in Kuala Lumpur is seeking a candidate to develop and implement robust proposal methodologies for construction projects. Responsibilities include analyzing project execution data to improve cost estimation models and designing scheduling and quality assurance frameworks. The ideal candidate will have experience with capital expenditure estimation for EPCI proposals. This position promises a dynamic environment aimed at enhancing project delivery efficiency and quality standards.
Standardizing Proposal Methodologies: Develop and implement robust procedures for construction and commissioning proposal activities. This includes reviewing and updating existing RFQ package templates—such as subcontract agreements, terms and conditions, and scopes of work—to ensure relevance and effectiveness. Establish clear guidelines and workflows to streamline proposal development within the department.
Data-Driven Continuous Improvement: Drive continuous improvement by analyzing project execution data and refining cost estimation models for future proposals. Systematically collect, organize, and maintain historical cost data (e.g., quotations, CBEs, final costs) and productivity metrics to ensure accessibility and usability. Collaborate with the Digital & Analytics team to benchmark cost data, identify trends and correlations, and develop data-informed estimation methodologies.
Schedule and Quality Assurance Frameworks: Design and implement scheduling and quality monitoring systems to support construction execution teams. Ensure these frameworks enhance project delivery efficiency and maintain high standards of quality.
Leading CAPEX Estimation for EPCI Proposals: Take ownership of capital expenditure (CAPEX) estimation for EPCI proposals within the department. Integrate constructability assessments, schedule evaluations, and execution strategies to deliver comprehensive and competitive proposals.
