Job description

The role is responsible for developing and maintaining EMGS Corporate Strategy Frameworks and ensuring alignment of EMGS initiatives with MoHE policies, National Higher Education Blueprints, and relevant government directives. The role advises top management on strategic priorities, risks, and trade-offs, and supports the CEO’s Office and Board through preparing slide presentations, strategic analysis, planning, and performance management.

In addition, the role plays a key part in conceptualising, organising, and coordinating strategic events, initiatives, and marketing efforts aimed at strengthening Malaysia’s higher education presence and positioning globally. This includes supporting or leading strategic forums, international education engagements, bilateral initiatives, and flagship programmes designed to promote Malaysia as a preferred education destination. The Manager works closely with internal divisions, government agencies, higher education institutions, and external partners to ensure these efforts are strategically aligned, impactful, and consistent with national objectives.

Key Accountabilities and Responsibilities
  • Lead EMGS corporate strategy, business planning, and KPI frameworks in alignment with MoHE policies and national higher education priorities.
  • Drive corporate and divisional performance management, including planning cycles, KPI tracking, and management/Board reporting.
  • Provide strategic analysis, insights, and decision support to senior management, the CEO’s Office, and the Board.
  • Translate government policies and directives into actionable organisational strategies and initiatives.
  • Support revenue diversification, partnerships, and expansion initiatives through strategic assessment and proposal development.
  • Lead strategic engagement initiatives, including international forums and flagship efforts to promote Malaysia’s higher education presence globally.
Job Descriptions
a) Corporate Strategy, Business Planning, and Performance Management
  • Lead the development and review of EMGS corporate strategy, including mid‑to‑long‑term plans and strategic frameworks.
  • Track and analyse key external developments affecting EMGS, including student mobility trends, policy shifts, geopolitical factors, and sector competition, and translate these into strategic and planning implications.
  • Coordinate corporate strategic and annual business planning cycles across divisions, ensuring timely inputs, clear prioritisation of initiatives, alignment of interdependencies, and consideration of resourcing implications.
  • Lead the development, review, and refinement of corporate and divisional KPIs, ensuring clarity of definitions, consistency of measurement, and alignment with strategic priorities.
  • Maintain corporate planning templates, KPI frameworks, and related governance documentation to strengthen planning discipline, accountability, and year‑on‑year comparability.
  • Monitor corporate KPI performance on an ongoing basis, including leading quarterly company‑level performance reviews, variance analysis, and preparation of management and Board review materials.
  • Coordinate end‑of‑year corporate performance assessments, including validation of achievements, documentation of lessons learned, and inputs into the subsequent planning and strategy cycle.
  • Work with divisions to identify performance gaps and propose strategic, structural, or prioritisation adjustments for leadership consideration.
b) Policy Alignment and Government Directives
  • Interpret MoHE policies, National Higher Education Blueprints, and government directives, and translate them into EMGS strategic initiatives and deliverables.
  • Ensure EMGS plans and priorities remain consistent with MoHE direction, including alignment in objectives, language, and expected outcomes.
  • Prepare policy‑aligned strategic positions and talking points or insights for engagement with MoHE and other relevant ministries and agencies, as required.
  • Provide periodic updates on the achievement and progress of EMGS strategic initiatives to the Ministry of Higher Education (MoHE), including preparation of summary briefs, progress reports, and presentation materials.
  • Ensure updates to MoHE are accurate, consistent with approved strategies, and aligned with government reporting expectations and protocols.
c) Board and Top Management Reporting
  • Prepare and consolidate company‑level strategic and business planning papers, including the Corporate Business Plan, corporate strategy updates, KPI performance reports, and key initiative proposals, for deliberation and approval by top management and the Board of Directors.
  • Develop decision‑ready papers, presentations, and briefing notes for the CEO, Management Committee, and Board, ensuring clear recommendations, options analysis, and risk considerations aligned with EMGS mandate and MoHE direction.
d) Revenue Models and Business Diversification
  • Support identification, assessment, and prioritisation of new revenue models and diversification initiatives that are aligned with EMGS mandate and governance expectations.
  • Conduct strategic and financial assessments, including market sizing, feasibility, risks, capability requirements, and implementation pathways (cross‑division).
  • Prepare proposals and concept papers for decision, including partnership models where relevant.
e) Partnerships, Expansion & Strategic Engagement Initiatives
  • Contribute to international partnerships and expansion initiatives through strategic assessments, opportunity evaluation, and proposal development.
  • Coordinate MoU and agreement‑related inputs from relevant divisions to ensure alignment with EMGS strategy, governance requirements, and operational feasibility.
  • Support negotiation preparation by developing strategic positions, risk analysis, and recommended terms for leadership consideration.
  • Lead the strategic planning, positioning, and coordination of Malaysia Higher Education Forum events conducted abroad by coordinating structured engagements with internal divisions, MoHE stakeholders, and selected external partners, preparing engagement materials and strategic positions, and ensuring decisions are translated into concrete follow‑up actions in support of priority initiatives.
f) Strategic Analysis and Decision Support
  • Lead & provide data‑driven insights and recommendations to support leadership decisions, including scenario analysis, risk assessment, and impact evaluation.
  • Develop clear narratives that connect data to decisions, including implications for service delivery, stakeholder management, and organisational priorities.
Execution Scope
  • Lead selected strategic projects end‑to‑end from planning through delivery, including defining scope, approach, milestones, and success measures.
  • Coordinate cross‑division inputs and manage dependencies to ensure delivery quality and timeliness.
  • This role is not purely operational. It focuses on strategic ownership, governance‑quality outputs, and cross‑division coordination for execution of strategic priorities.
  • The role represents EMGS in selected strategic platforms and engagements, including MoHE‑facing initiatives and international forums, as delegated by top management.
Key Stakeholders
  • CEO’s Office and Senior Management Team – primary counterparts for strategic advisory, corporate planning, performance reviews, and decision support.
  • Board Secretariat and Board Committees – for preparation of strategic, performance, and governance‑related papers and submissions.
  • Heads of Divisions and Corporate Planning Focal Points – to coordinate strategy formulation, business planning, KPI development, and performance monitoring across EMGS.
  • Ministry of Higher Education (MoHE) and Relevant Government Agencies – for policy alignment, reporting, and coordination of national higher education initiatives.
  • Malaysian Embassies and Foreign Missions Abroad – to support strategic engagement, international education promotion, and government‑to‑government coordination in priority markets.
  • Scholarship Bodies and Foundations – to support co‑funding models, sponsored student pipelines, and strategic scholarship‑related initiatives.
