We are seeking an experienced and strategic Senior Manager/ Head, Human Capital & Administration to lead and drive our HR agenda. This is a key leadership role for a highly motivated individual with a strong grasp of HR best practices, employment law, and talent strategy. Scope of Role:
1. To be a part of senior management for strategy and planning, for organizational development through leadership, change management and setting the PhillipCapital values, professionalism and culture into the system.
2. To provide a structure to the Human Resource of PhillipCapital through resource planning, performance management, training and development.
3. To oversee the smooth and efficient running of the administrative services within PhillipCapital (HR, travel and administrative staff), prepare the annual Work Plan, budget estimates to the Chief Executive Officer/ Board of Directors (CEO/BoDs).
4. This position would also require to travel on field from time to time as per need arises.
A. Organization Development and Strategy:
1. Create a Human Resource structure by strategising and planning according to the needs of the organization.
2. Create a leadership and succession pipeline from the entry level upwards to take on higher and changing responsibilities.
3. Manage job evaluations and define roles and responsibilities, span of control per level.
4. Incorporate culture, core values, management structure, guiding principles for employment (for office and field personnel).
5. Instill skills within leaders to be able to analyse and forecast future needs through training and development.
6. Overseeing, monitoring and reporting organizational performance metrics to the Chief Executive Officer/ Board of Directors (CEO/BoDs).
B. HR Functions:
1. Map resource needs and proactively plan for new projects/ focus areas and keep resources ready for them, ensuring that the right person is selected for the right job.
3. Create a system to manage rewards and recognition to keep the employees motivated.
4. Recognize high performers and groom potential to be the future leaders of PhillipCapital.
5. Develop, monitor, implement and improve HR policies like code of conduct, sexual harassment policy and office procedures.
6. Manage and structure compensation and benefits at all levels.
7. Able to advise on legal issues of the organisation together with consultation from relevant bodies if needed.
8. Have an understanding of payroll and its practice to carry out effective payroll function.
9. Prepare monthly Management report, Bod reports, Key Risk Indicator report, etc.
10. To liaise with external and internal auditors on HCA audit.
11. To provide counselling, conduct exit interview and briefthe Chief Executive Officer/ Board of Directors (CEO/BoDs) on the outcomes.
12. Prepare Annual Training Plan/Calendar, Annual Manpower Budgeted Headcount.
13. Responsible for expatriate management- Visa/ Permit application and approval.
14. To undertake any assignment as required and when instructed by the Group Chairperson and/ or the Managing Director.
C. Administration:
1. Create administrative strategies to create cost effective ways to implement the best practices.
2. Oversee and control PhillipCapital expenses towards travels, printing, recruitment any other external services required.
3. Manage office maintenance and repairs, including procurement of equipment and supplies, office space planning, for effective use of space.
4. Liaising with senior management on all administrative issues.
D.Team Management and Professional Development:
1.Managing a team of HR professionals whether full time or part time and being responsible for their performance and professional development.
2. Working harmoniously with all teams and balance between project and program priorities.
3. Attend seminar, conferences, learning sessions and be updated of the best HR practices.
Requirements:
Possess at least a Bachelor's Degree, Post Graduate Diploma, or Professional Degree in Human Resource Management, Business Administration, or a related field.
Solid knowledge of Malaysian employment laws and HR practices.
Familiar with current HR best practices and standards.
Good understanding of payroll processes and administration.
Able to thrive in a fast-paced and challenging work environment.
Strong prioritization and multitasking abilities, with a results-driven mindset.
Excellent command of both verbal and written English.
Minimum of 5 years’ experience in a managerial role within the Human Resource field.
Demonstrates strong leadership qualities, with a charismatic and pleasant personality.
Must be a Malaysian citizen or possess valid residency status.
Knowledge or understanding of Artificial Intelligence (AI) concepts is an added advantage
