1. Future Skills Framework (FSF) Implementation, Governance and Stakeholder Support

Drive FSF adoption and visibility through regular engagement with key stakeholders and strategic communications across social media and other relevant platforms.

Collaborate with Talent Corporation (TC), Human Resource Development Corporation (HRDC), and relevant agencies to advance FSF recognition, alignment, and adoption initiatives.

Support the Future Skills Talent Council (FSTC) in maintaining the FSF, including periodic reviews, content updates, quality assurance, and evaluation of capacity-building providers and programmes.

Promote best practices and evidence-based improvements by conducting surveys and studies and sharing insights to strengthen FSF implementation and industry-aligned capacity building.

Provide secretariat, governance, and financial oversight support for FSTC initiatives, including coordination with TC, budget monitoring, cost-sharing management among affiliate institutions, and compliance with governance requirements.

2.Future Skills (FS) Programme Recognition Framework Development and Oversight

Design and establish a comprehensive FS Programme Recognition and Certification Framework, including governance structures, policies, standards, procedures, and end-to-end operational workflows.

Develop and maintain programme recognition standards, competency criteria, evaluation rubrics, rating scales, audit requirements, and quality assurance mechanisms aligned with industry needs, future skills priorities, regulatory expectations, and local and global best practices.

Lead the review, evaluation, and validation of programmes seeking recognition, including documentation audits, evidence assessment, site reviews, compliance verification, and formulation of approval, conditional approval, or rejection recommendations with clear improvement actions.

Design and govern certification, modular credential, and micro-credential pathways, ensuring robust assessment standards, verification processes, secure issuance, tracking, renewal, and digital credentialing.

Engage and collaborate with regulators, industry associations, professional bodies, training providers, and institutional partners; facilitate expert panels, technical committees, advisory groups, and external reviewers to support transparent and credible decision-making.

Oversee technology enablement of the recognition framework by defining system requirements and working with IT teams and vendors to implement digital application, review, assessment, reporting, audit trail, and credentialing platforms.

Build organisational capability by leading and developing the certification function team, training assessors and subject-matter experts, and producing assessor handbooks, standard operating procedures, templates, and guidance materials to ensure consistency and quality.

Demonstrated expertise in designing and implementing industry-relevant competency and certification frameworks, with a strong focus on the Financial Services industry.

Strong analytical, problem-solving and negotiation skills.

Excellent business writing, verbal communication and presentation skills in the English language.

Demonstrate effective presentation and reporting skills.

Strong project management skills, with the ability to manage multiple initiatives simultaneously and meet deadlines.

Strong interpersonal skills, with the ability to build professional relationships with both internal and external stakeholders.

Strong sense of integrity, ethics and professionalism.

Experiences:

A minimum of 10 years of work experience in the financial services industry.

Qualifications:

At least a recognised Bachelor’s degree in Finance/Organisational Development/Learning and Development, or a related field.

Additional Information:

This role will be based in AICB office in Jalan Dato’ Onn, Kuala Lumpur.
