Job description
Senior Executive of ASEAN and Bilateral Affairs

To advocate and implement strategies for the advancement of Malaysia’s C&M/Digital Market interest in ASEAN.

Job Responsibilities
  • Draft project proposals and papers for meetings M’s priority areas in alignment with ASEAN Digital Masterplans and overall ASEAN initiatives.
  • Keep abreast with domestic C&M/Digital priorities, policies and plans to formulate proposals and action plans for MCMC and Malaysia’s C&M/Digital sector engagement in ASEAN.
  • Plan and execute initiatives that will push Malaysia’s leadership in ASEAN.
  • Represent MCMC at both ASEAN and related engagements to ensure that stated outcomes and objectives are achieved.
  • Analyse and articulate the potential impact of ASEAN decisions and outcomes on the Malaysian C&M/Digital industry and market, providing recommendations or mitigation strategies.
  • Assess, analyse and anticipate opportunities and/or threats in ASEAN that may significantly impact the Malaysian C&M/Digital landscape through active horizon scanning.
  • Engage in active relationship building through participation in meetings, seminars, bilateral exchanges and visits to enhance working relationships with stakeholders.
  • Escalate potential challenges or issues to HOD internally to obtain strategic guidance and directions.
Qualifications & Work Experience

Minimum Bachelor’s Degree or professional qualifications in any discipline with a minimum CGPA of 3.00. Technical qualifications or advanced degrees are an added advantage.

Minimum 6 years of work experience in the C&M industry or a regulatory agency.

  • Experience in analysing, drafting and formulating public policies, positions and papers.
  • Excellent negotiation, persuasion, presentation and interpersonal skills.
  • In‑depth understanding of Malaysia’s C&M regulatory framework, industry and market.
  • Clear grasp of overall Malaysian digital policies and plans, and the ability to translate them into clear strategies, proposals and papers for international engagements.
  • Good knowledge of new developments in the C&M/Digital industry and market internationally, and the ability to analyse and provide advice to senior management.
  • Solid understanding of different levels of government, their operations and interactions.
  • Strong grasp of geo‑political issues and their effects on C&M/Digital markets globally and domestically.
  • Ability to function independently with minimal supervision.
  • Articulate in speech and writing, able to quickly draft positions and papers.
  • Skill to identify, summarise and surface key issues, opportunities and threats.
  • Capability to bring together diverse views and form them into a coherent whole.
  • Proficiency in liaising with multiple foreign or international regulators, ministries, and inter‑governmental organisations.
  • Insight and sensitivity to cross‑cultural nuances, navigating communications expertly.
  • Adaptable, flexible, and able to think on one’s feet.
  • Advocacy skills to positively influence outcomes and decisions.
  • Strategic thinking and excellent analytical abilities.
