Responsible for planning, implementing, and enforcing Environmental, Health & Safety (EHS) requirements throughout the construction lifecycle.
Ensure full compliance with Malaysia EHS legislation, CIDB construction safety requirements, and company EHS policies, while proactively managing construction risks to support safe, timely, and compliant project execution.
Act as the site EHS authority during construction and supports the transition from construction to commissioning and operations.
Construction EHS Management
- Develop and implement Construction EHS Management Plan
- Establish and enforce Permit to Work (PTW) systems
- Conduct daily site inspections and audits
- Supervise high-risk activities (lifting, WAH, confined space, excavation, temporary works)
- Exercise stop-work authority for unsafe conditions
Contractor Safety Management
- Contractor EHS pre-qualification and onboarding
- Review and approve method statements, HIRARC/JSA, lifting plans, temporary works
- Verify worker competency and permits
- Monitor contractor EHS performance and compliance
Legal & Regulatory Compliance
- Ensure compliance with OSHA 2022
- Ensure compliance with OSH (Construction Work) (Design & Management) Regulations 2024
- Comply with CIDB construction safety requirements
- Liaise with DOSH, CIDB, BOMBA, and DOE
- Support inspections and audits
Incident & Performance Management
- Lead incident and near-miss investigations
- Conduct root cause analysis and CAPA tracking
- Develop and monitor EHS KPIs (TRIR, LTIFR, Near Miss)
- Manage scheduled waste
- Control dust, noise, wastewater, and soil contamination
- Ensure EIA / EMP compliance where applicable
Training & Safety Culture
- Conduct safety inductions and toolbox meetings
- Deliver EHS training
- Promote positive safety culture
Authority & Decision Rights
- Authority to stop unsafe work
- Authority to reject unsafe documents or plans
- Authority to issue corrective actions
- Act as EHS focal point for authorities
Experience Requirements
- 5 years total EHS experience
- Minimum 2 years in construction EHS
- Experience in Greenfield projects
- Strong authority inspection exposure
Qualification Requirements
- Education: Bachelor’s Degree in OSH, Engineering, or Environmental Engineering
- Diploma holders considered with strong experience
- Strong construction safety knowledge
- Excellent investigation and analytical skills
- Strong leadership and communication
- Ability to balance safety, cost, and schedule
Professional Certification
- Registered competent Safety & Health Officer (SHO)
