Job Description: Senior Contract Manager (Property Development)
Position Summary
The Contract Manager will oversee all contract, procurement, and project coordination activities throughout the property development lifecycle. This role ensures that design, authority compliance, contracting, and implementation processes are carried out efficiently, cost-effectively, and in full alignment with project goals.
Key Responsibilities
1. Design & Authority Approvals
- Lead the appointment and coordination of architects, planners, engineers, and external consultants.
- Manage the preparation, submission, and tracking of all plans, permits, approvals, and licenses with relevant Malaysian authorities (e.g., Local Councils, Bomba, JKR, TNB, IWK, DOH).
- Ensure all design and technical documents comply with regulatory requirements and company standards.
- Support innovation in project design, sustainability solutions, value engineering, and customer‑centric features.
2. Contract Management & Procurement
- Oversee end-to-end tendering processes including tender calls, evaluation, negotiation, and award recommendations.
- Develop, review, and manage contracts, ensuring compliance with legal, financial, and operational requirements.
- Coordinate procurement strategies to achieve cost efficiency, transparency, and timely delivery of materials/services.
- Maintain accurate documentation, contract records, and procurement reports.
3. Project Implementation & Delivery
- Monitor construction progress to ensure milestones, quality standards, and specifications are met.
- Drive project cost control, variation assessment, and budget compliance throughout the project duration.
- Identify project risks, resolve site issues, and remove operational bottlenecks in coordination with site teams.
- Ensure all works comply with safety regulations, statutory requirements, and internal SOPs.
- Liaise closely with contractors, consultants, and internal teams to ensure smooth project execution and timely delivery.
Requirements
- Degree in Construction Management, Quantity Surveying, Civil Engineering, Architecture, or related field.
- Minimum 5-8 years of experience in contract management or project administration in property development or construction.
- Strong understanding of Malaysian regulatory processes, authority approvals, and industry standards.
- Excellent negotiation, communication, and stakeholder management skills.
- Detail‑oriented with strong analytical and problem‑solving abilities.
- Ability to work under pressure and manage multiple deliverables in a fast‑paced environment.
