Safety & Health Officer (Facility Management)

Job Summary

The Safety & Health Officer (SHO) is responsible for implementing, monitoring, and enforcing occupational safety and health practices within Facility Management operations in accordance with JKR specifications, OSHA 1994, and all relevant statutory requirements. The role ensures a safe working environment for employees, contractors, and occupants of government facilities.

Key Responsibilities

Safety & Health Compliance

Ensure full compliance with OSHA 1994, JKR safety requirements, and related regulations.

Implement and monitor safety policies, procedures, and Safe Work Practices (SWP).

Ensure compliance with statutory requirements from DOSH, BOMBA, Suruhanjaya Tenaga (ST), CIDB, and local authorities.

Identify unsafe acts and conditions, and recommend corrective and preventive actions.

Monitor safety risks related to M&E systems, civil & structural works, housekeeping, security, and landscape services.

Develop, implement, and maintain Emergency Response Plans (ERP) and evacuation procedures.

Act as a key coordinator during emergencies such as fire, accidents, power failure, or system breakdowns.

Coordinate and conduct fire drills, emergency exercises, and safety simulations with BOMBA and relevant authorities.

Training & Safety Awareness

Conduct safety inductions, toolbox meetings, and safety briefings for employees and contractors.

Promote safety awareness programs and campaigns across the facility.

Ensure all workers are adequately trained and certified for their tasks.

Inspection, Audit & Reporting

Carry out regular safety inspections and audits in line with JKR and DOSH requirements.

Investigate accidents, incidents, and near misses; prepare incident reports and root cause analysis (RCA).

Maintain proper safety documentation including permits to work (PTW), inspection checklists, and incident records.

Monitor contractor compliance with safety requirements, method statements, and PTW systems.

Stop unsafe work activities when necessary and report to management.

Ensure use of appropriate PPE and adherence to safety procedures at all times.

Stakeholder Coordination

Liaise with JKR officers, consultants, DOSH, BOMBA, and internal departments on safety and health matters.

Support management during inspections, audits, and compliance reviews.

Requirements & Qualifications

Education & Certification

Possess Degree in Occupational Safety & Health or related field.

Registered Safety & Health Officer (SHO) with DOSH – mandatory.

Valid Green Book.

Experience

Minimum 3–5 years of experience as an SHO, preferably in Facility Management or JKR projects.

Experience handling government facilities, M&E systems, and multi-disciplinary FM services is an advantage.

Strong knowledge of OSHA 1994, JKR specifications, and statutory safety requirements.

Good communication, reporting, and documentation skills.

Ability to work independently and respond to emergencies.

Strong enforcement mindset with good stakeholder management.
