Overview
A design-and-build specialist contractor in the water/wastewater industry, undertaking sewage treatment plant (STP), water and wastewater treatment and related infrastructure projects. Our work involves engineering, construction, mechanical and electrical installation, and process equipment integration.
POSITION : PURCHASING EXECUTIVE
We are seeking a proactive, detail-oriented individual with strong problem-solving abilities to join our team and contribute to the success of our upcoming construction projects. The ideal candidate is an effective communicator, able to work closely with project managers, engineers, quantity surveyors and suppliers, and is committed to delivering results in a dynamic organisation.
Responsibilities
- Source, evaluate, and negotiate with suppliers and subcontractors for construction materials, M&E items and process equipment (blower, pump, diffusers, screens, clarifier, sludge dewatering machines, chemical dosing system, meters, PLC, sensors, piping and valves), and services from both local and overseas vendors.
- Obtain quotations and prepare comparison summaries (price, quality, delivery, terms).
- Identify and evaluate new suppliers and subcontractors.
- Ensure procurement complies with budget, specification, and timeline.
- Coordinate with vendors for timely delivery and resolve any delivery or quality issues.
- Site & Logistics Coordination. Work closely with Project Managers, Site Engineers, and Quantity Surveyors to understand project material requirements and schedules. Ensure all purchased items are delivered on time or just in time (JiT) basis.
- In charge of daily operational purchasing needs such as planning, issuing and following up on Purchase Orders delivery and shipment schedules.
- Work with engineers to clarify technical queries with vendors.
- Support in preparing monthly procurement reports and forecasts.
- Ensure purchased items meet the approved material/equipment list, consultant specifications and local authority requirements (e.g., IWK/SPAN standards). Coordinate with QA/QC for factory inspection (FAT) or site inspection.
- Maintain proper documentation of purchase records, supplier contracts, and delivery notes.
- Documents (Invoice, DO, PO) matching and submission to the Finance Department for payment processing.
- Responsible for implementing internal procurement strategies to cater to high delivery and short lead time requirements.
- Develop and maintain a qualified vendor database for construction materials, M&E equipment, and civil works.
- Supplier Management. Evaluate supplier performance based on quality, reliability, and cost-effectiveness and in line with the technical and commercial specifications required for the project.
- Cost control by monitoring procurement budget vs BoQ allowance.
- Handle warranty issues and defects.
- Build long-term relationships with key suppliers and contractors.
- Supervise and guide junior purchasing staff in daily tasks such as data entry, quotation requests, and PO preparation, logistic etc.
- Support the Procurement Manager in daily procurement operations and project coordination activities.
- To practice and implement quality system (ISO9001:2015).
- Undertake any other ad-hoc duties as assigned.
Requirements
- Bachelor's degree in civil engineering, quantity surveying, engineering, management, or similar.
- Diploma or Degree in engineering, business, or other related fields.
- 5 years’ experience in construction, M&E, or civil engineering industry.
- Ability to interpret technical specifications, drawings and equipment datasheets (e.g., pumps, blower, valves, instrumentation).
- Self-motivated person, diligent with strong analytical and critical thinking skills.
- Excellent negotiating and interpersonal skills.
- Detail-oriented, organized, and able to multitask under tight deadlines.
- Good networking ability.
- Possess computer software skills Microsoft Office and SQL.
- Good oral and written proficiency in English, Bahasa Malaysia.
- Ability to liaise and communicate effectively with overseas suppliers, including China-based vendors.
