Job Summary
We are looking for a resilient and independent Project Manager with a strong electrical engineering background and proven experience managing complex HV Substation projects (132kV, 275kV, 500kV) within the Malaysian regulatory landscape. The ideal candidate will have minimum 7-9 years of hands‑on experience specifically in managing both TNB‑related substation projects (e.g., GIS/AIS extensions, upgrades, new installations) and consumer substation projects (e.g., industrial plants, commercial complexes, data centers). You will be responsible for the end‑to‑end project lifecycle, ensuring safety, quality, budget, and schedule adherence, while effectively leading your team and managing all stakeholders.
Key Responsibilities
- Lead the planning, execution, monitoring, controlling, and successful closure of assigned HV Substation projects (TNB & Consumer)
- Develop comprehensive project plans, schedules (using tools like MS Project/Primavera), budgets, and resource allocation
- Ensure strict adherence to project scope, timelines, and budgetary constraints
- Proactively identify, assess, and mitigate project risks and issues (bottlenecks), implementing effective solutions independently
Stakeholder & Client Management
- Serve as the primary point of contact for clients (TNB representatives, end‑consumers), consultants, contractors, and internal teams
- Build and maintain strong, professional relationships with all stakeholders
- Respond promptly and effectively to client emails, inquiries, and concerns, ensuring high client satisfaction
- Manage stakeholder expectations and communicate project progress, challenges, and resolutions clearly and regularly
- Lead, mentor, and motivate a project team (engineers, supervisors, coordinators, subcontractors)
- Delegate tasks effectively, foster collaboration, and ensure collective ownership of project milestones and deliverables
- Conduct performance reviews and provide constructive feedback
- Involve in the process of establishing the project site execution team
Safety and Quality Champion

- Enforce the highest standards of Health, Safety, and Environment (HSE) compliance on‑site, in line with company policy, DOSH regulations, and TNB safety requirements (e.g., PTW systems)
- Conduct regular safety audits, toolbox talks, and ensure all personnel adhere to safe work practices
- Rigorously uphold quality standards throughout design, procurement, construction, testing, and commissioning phases
- Ensure compliance with TNB Technical Standards, SIRIM requirements, relevant ISO standards, and project specifications; manage QA/QC processes effectively
Technical & Commercial Oversight
- Apply deep understanding of HV substation design, equipment (transformers, switchgear, protection systems), construction methodologies, and commissioning procedures
- Manage technical queries, design reviews, and approvals processes
- Oversee procurement, material management, and logistics
- Manage project financials, including cost tracking, forecasting, variations, invoicing, and reporting
Reporting & Documentation
- Prepare and submit accurate and timely project progress reports, financial reports, risk registers, and meeting minutes to management and clients
- Ensure meticulous maintenance of all project documentation (as‑built drawings, test reports, commissioning certificates, handover documentation)
Education and Certifications
- Bachelor's Degree in Electrical Engineering or a closely related field. A Master's degree or PMP certification is a strong plus.
Required Relocation
- Must be willing to relocate to Johor, Selangor, or any other state as required.
Experience and Mandatory Skills
- Minimum 7‑9 years of demonstrable experience in project management specifically focused on HV Substation projects (33kV and above) within Malaysia.
- Proven track record managing both TNB substation projects (requiring thorough knowledge of TNB procedures, guidelines, and approval processes) and/or consumer substation projects.
Technical Knowledge
- In-depth understanding of HV substation design, equipment, protection systems, construction practices, testing, and commissioning. Familiarity with Malaysian electrical regulations, TNB Technical Standards, and relevant international standards (IEC, IEEE).
