Job Title: Principal Officer (Labuan Licensed Entity)

Introduction

Our client is a Labuan-incorporated holding company preparing to form an operational entity that will carry out regulated Money Broking business under the Labuan Financial Services Authority (Labuan FSA). We invite qualified, responsible and compliance‑driven Malaysian candidates to apply for the role of Principal Officer for the proposed licensed entity.

Key Responsibilities

The selected candidate will hold key leadership and governance responsibilities:

  • Serve as Resident Director and act as the primary liaison with Labuan FSA on all regulatory, supervisory and compliance matters.
  • Oversee the licensing application, operational readiness and implementation of all regulatory requirements under the Labuan Financial Services and Securities Act (LFSSA 2010), AML/CFT Guidelines and Money Broking Guidelines.
  • Provide oversight by advising the Board on regulatory obligations, risk exposure, governance matters, and compliance status, ensuring that all material changes to the compliance framework arising from the latest EWRA/IRA findings are tabled for Board approval.
  • Review independent audit findings to ensure corrective actions and mitigation measures are properly implemented and monitored.
  • Ensure proper establishment of governance structures, internal controls, compliance framework, risk management functions and operational policies for the money‑broking business.
  • Supervise and guide functions relating to onboarding, KYC/CDD, client money handling, trading/ordering flows, reporting, and outsourced service providers.
  • Provide strategic leadership, ensure prudent management of the Company’s affairs, and safeguard operational integrity and regulatory compliance.
  • Represent the Company in communications with banks, auditors, service providers and regulators.
  • Oversee periodic reporting obligations (financial, regulatory, AML/CFT, operational).
  • Ensure the company adheres to the highest standards of corporate governance, risk culture and compliance discipline.
  • Play a leading role in the overall establishment, stability, and success of the regulated entity.
Qualifications and Experience
  • Malaysian citizen only (Preference will be given to candidates based in Labuan).
  • Possess at least a Bachelor’s degree or equivalent, ideally in Business, Finance, Accounting, Economics, Law, or related fields.
  • Minimum 9 years of senior‑level experience in corporate management (any industry), trust‑company operations, banking, financial‑services intermediation, or other regulated‑sector roles.
  • Strong ability to prepare and present compliance updates, risk assessments, and governance reports to the Board, including making recommendations to improve the company’s overall state of compliance and operational readiness.
  • Excellent communication and stakeholder‑management skills, with confidence in engaging regulators, auditors, bankers, service providers, and external partners.
  • Candidates who possess extensive business networks, innovative thinking skills with high integrity virtue, excellent communications skills, and display entrepreneurial qualities are recommended to apply.
  • Familiarity with BNM policy documents and guidelines, Labuan laws and LFSA subsidiary regulations, as well as applicable international standards and frameworks such as FATF, Basel Committee principles, and AMLD requirements.
  • Experience attending to regulatory and supervisory engagement, including responding to Labuan FSA queries, onsite examinations, periodic reviews, and supervisory communications.
  • Demonstrated capability in drafting, implementing, and reviewing internal policies and procedures, including AML/CFT, risk governance, compliance frameworks, internal controls, and operational SOPs.
