Job description

We are seeking an experienced Pre-Project Planning Manager to oversee the initial planning and coordination efforts for our development initiatives. The role is responsible for overseeing feasibility analyses, coordinating design efforts, managing authority submissions, preparing budgets, and ensuring project readiness prior to execution.

Apart from that, we require a leader with strong managerial capabilities, grounded in personal integrity, who can exercise strategic foresight, anticipate operational needs, and ensure all preparations are completed seamlessly before operations begin.

Key Responsibilities
  • Lead pre-project planning from concept design to project approval.
  • Review architecture drawings, ID drawings, and technical plans; highlight design issues, practicality and compliance.
  • Coordinate with architects, ID consultants, engineers, QS, contractors and internal teams.
  • Prepare preliminary project budgets, schedules, design briefs and feasibility assessments.
  • Manage developer submission procedures, including planning approvals, technical submissions, and liaison with relevant authorities.
  • Identify risks, constraints and propose mitigation plans.
  • Ensure all documentation, reports and project initiation papers are complete for management approval.
  • Leading and guiding a team through motivating performance evaluations, coaching and developing staff, succession planning, resolving conflicts, and maintaining team morale.
  • Ensures an efficient workflow across teams, it is essential to establish the ability to link the activities and information across departments — including management, finance, HR, project site , sales and marketing, and others. This mitigates bottlenecks, delays, and instances of miscommunication.
Requirements
  • Degree in Architecture, Engineering, Construction Management, or related field.
  • Minimum 5 years experience in property development, project planning or project coordination.
  • Strong knowledge of architectural drawings and interior design (ID) plans.
  • Good understanding of developer submission procedures to authorities (e.g. planning, technical, building plan submissions).
  • Familiar with local regulations, guidelines and authority requirements.
  • Strong communication, analytical and problem-solving skills.
