Key Responsibilities
1. End-to-End Payroll Management (Primary Responsibility)
- Fully handle and manage monthly payroll for all plant employees.
- Validate time attendance, OT, shift allowance, meal allowance, standby allowance, and incentive payments.
- Ensure all payroll inputs are accurate and submitted on time.
- Prepare and verify payroll reports for approval.
- Handle payroll-related statutory submissions (EPF, SOCSO, EIS, LHDN, HRDF).
- Manage payroll queries, discrepancies, and employee issues promptly.
- Work closely with Finance on payroll reconciliation and cost distribution.
- Maintain strict confidentiality of payroll data.
2. Plant HR Operations
- Manage day-to-day HR operations for Production, Maintenance, and Quarry divisions.
- Oversee manpower planning, recruitment for non-executives, and onboarding at plant level.
- Ensure accuracy of employee master data, time attendance systems, and HRMS updates.
- Monitor attendance, absenteeism, and discipline issues; escalated as needed.
- Support plant audits and ensure HR documentation meets compliance standards.
3. Employee Relations & IR
- Provide HR support to supervisors and employees on HR policies, grievances, and disciplinary matters.
- Investigate misconduct issues and administer disciplinary actions accordingly.
- Maintain a stable IR environment and liaise with union/employee reps if relevant.
- Ensure compliance with the Employment Act and relevant labour regulations.
4. Training & Development
- Coordinate mandatory plant training (safety, technical, compliance).
- Track training records and ensure alignment with plant competency requirements.
- Support performance management processes and employee development initiatives.
5. HR Reporting & Analysis
- Prepare monthly HR reports on overtime, payroll cost, absenteeism, turnover, and manpower.
- Analyse payroll trends (OT patterns, manpower utilisation) and highlight issues or cost risks.
- Provide data insights to Plant Manager and Head of HR.
Requirements
- Degree in HR, Business Administration, or related field.
- Minimum 6–8 years of HR experience, with strong hands‑on payroll experience.
- Experience in manufacturing or heavy industries (cement, steel, chemicals, etc.).
- Strong knowledge of payroll processes, statutory requirements and labour law.
- Proficiency in HRMS, time attendance, and payroll software.
- Strong communication, problem‑solving and data accuracy skills.
- Comfortable working on‑site in a plant environment.
Preferred Skills & Attributes
- Detail‑oriented with high accuracy, especially in payroll calculations.
- Good interpersonal skills with ability to work with operators, supervisors and management.
- Strong sense of responsibility, confidentiality and urgency.
- Experience in unionised environments is an added advantage.
