Job summary

A property development company in Petaling Jaya is seeking HSSE support personnel. The role involves managing HSE policies, conducting risk assessments, and promoting safety culture among project teams. Ideal candidates should possess a degree in HSE or Engineering, with at least 10 years of construction HSE experience. Prior exposure in property development or oil & gas projects is advantageous.

Qualifications

  • Experience in Construction or Projects in Property Development or Oil & Gas.
  • Minimum 10 years construction HSE experience.

  • Assess the overall HSSE performance resulting in the JV's Problem Statement.
  • Develop safety management systems and analyze gaps against OSHA standards.
  • Drive the ‘Paper to People’ program ensuring real-world system alignment.

Job description

  • Provide HSSE* support for project team to manage JV’s HSE policy, legislations, standards and guidelines through collaboration with consultants, contractors and SDP staff by connecting risk assessments on paper to practices on the ground to achieve Zero SIF for the JV.
  • *HSSE is a generic industry term that include security. This role exclude security but we will adopt the generic term

Job Responsibilities

  • Assess the overall HSSE performance resulting in the JV’s Problem Statement and develop an annual improvement plan.
  • Assess and update the HSSE Risks using HEMP or HIRARC.
  • Influence the JV to embark on SDP Barrier Thinking approach
  • CULTURE - Promote a culture of reporting including hazard hunting.
  • COMPETENCE - Organise internal and external workshops to ensure people are CIDB accredited.
  • COMPLIANCE – Work with project teams to enforce rules including stop work and consequence management
  • Drive the ‘Paper to People’ programme connecting systems to workers by ensuring the Permit-to-Work system reflects reality on the ground.
  • Develop Safety Management Systems such as mandatory requirements, SOP, Work Instruction and Guidelines.
  • Where the requirements are different from SDP, to develop a bridging document.
  • Analyse gaps against OSHA 1994 (amendment 2022) and develop gap closure plans.
  • Develop and monitor leading and lagging indicators.
  • Conduct incident investigation using appropriate tools.
  • Facilitate management reviews.

Education/ Professional Qualification & Professional Experience

  • Minimum degree in HSE or Engineering Background.
  • Those with an Engineering Diploma with a Masters in Health and Safety can be considered.
  • Any other qualification with minimum 10 year construction HSE experience can be considered.
  • Experience in Construction or Projects in Property Development or Oil & Gas or Manufacturing.
  • Degree – 5 year experience
  • Engineering Diploma and Masters in Health and Safety – 8 year experience
  • Any other qualification – minimum 10 year construction HSE experience
  • Exposure in sustainability responsibilities an advantage
