A leading automotive components manufacturer in Malaysia is seeking a Human Resources Assistant Manager. This role involves managing HR operations in a unionized environment, ensuring compliance with labour laws and the Collective Agreement. Responsibilities include supporting the Senior HR Manager, overseeing recruitment, and handling employee relations. The ideal candidate has 5-8 years of relevant experience and a Bachelor's degree in HR or related fields. Proficiency in English, Malay, and Mandarin is necessary for interaction on the manufacturing floor.

Job Summary:
To support the Senior HR Manager in managing end-to-end human resources operations in a unionized manufacturing environment, ensuring compliance with Malaysian labour laws, Collective Agreement (CA), and company policies, while maintaining harmonious industrial relations and effective people management.
Key Responsibilities
1. Industrial Relations & Union Matters
Act as a key liaison between Management and Union representatives.
Assist in the administration, interpretation, and implementation of the Collective Agreement (CA).
Handle grievances, disciplinary issues, and domestic inquiries in accordance with CA and Employment Act 1955.
Assist in managing disputes, investigations, and documentation for Industrial Relations cases.
2. Employee Relations & Discipline
Advise line managers on disciplinary procedures, counselling, warnings, and performance issues.
Ensure disciplinary actions are conducted fairly, consistently, and in compliance with company policy and labour law.
3. HR Operations & Compliance
Oversee day-to-day HR operations including Attendance & leave administration, Attendance & leave administration, Shift work & overtime compliance, Contract management.
4. Recruitment & Manpower Planning
Support manpower planning for production and support functions.
Coordinate recruitment activities including sourcing, interviews, and onboarding.
Work closely with production managers to fulfill manpower requirements while adhering to headcount budgets.
5. Payroll & Compensation Support
Work closely with Payroll team to ensure Accurate payroll processing, Overtime, allowances, shift differentials, and union-related benefits are correctly applied.
Assist in salary review, bonus, and incentive administration in line with CA and company guidelines.
6. Training & Development
Identify training needs in collaboration with department heads.
Coordinate training programs including safety, compliance, and skills development.
Maintain training records and support HRDF / training grant claims where applicable.
7. HR Reporting & Administration
Prepare HR reports on Headcount, Turnover, Absenteeism and Disciplinary Cases.
Maintain accurate HR documentation and employee files (physical & digital).
Support HR audits and internal/external inspections.
Coordinate and manage matters relating to foreign workers, including recruitment, onboarding, renewal, and repatriation processes.
Liaise with government authorities (e.g. Immigration, Labour Department, embassies, medical centres, agents) to ensure compliance with regulatory requirements.
Monitor work permits, visas, passports and medical examinations, ensuring timely renewal and proper documentation.
Key Requirements
Education
Bachelor’s Degree in Human Resource Management, Business Administration, or related field.
Experience
5–8 years of HR experience, preferably in a unionized manufacturing environment.
Hands‑on experience handling Collective Agreements, union matters, and IR cases.
Knowledge & Skills
Strong knowledge of Malaysian labour laws and industrial relations practices.
Experience dealing with shopfloor employees and union leaders.
Good interpersonal, negotiation, and conflict‑handling skills.
Strong documentation and reporting skills.
Able to work independently and handle sensitive matters with confidentiality.
Language
Proficient in English, Malay and Mandarin/other local dialects (for manufacturing floor interaction).
