A major banking institution in Kuala Lumpur is seeking an experienced HR professional to oversee HR functions including recruitment, policy formulation, and compliance management. The ideal candidate will have 5–8 years of diverse HR experience, strong knowledge of taxi regulations, and excellent communication skills in English and Mandarin. This role also involves handling expatriate permits and ensuring that HR practices align with legal requirements.

Responsible for managing and handling full spectrum of HR functions which include recruitment & selection, manpower planning, compensation and benefits, payroll, training & development and employee/ industrial relations.
Responsible for the development and formulation of HR policies, procedures, manual and guidelines.
To develop and maintain HR information to ensure accurate record keeping and timely reporting.
Assist in organizing annual, confirmation and special performance appraisal exercises and compile related performance data and results.
To attend staff compensation and benefits matters (ie increment, bonuses & welfare).
Participate in salary benchmarking and provide recommendations to ensure internal equity and external competitiveness.
To coordinate and compile statistical reports in accordance with the required format: coordinates the yearly performance appraisal; prepares and generates annual increment listing; any other ad-hoc reports.
Assist in handling immigration matters for expatriate employees, including visa applications, work permit renewals, and compliance with legal and regulator requirements.
To ensure strict compliance with the Bank, Bank Negara Malaysia, other regulators and ICBC Head Office’s policy, procedure and manual issued from time to time.
Be primary responsible in managing compliance risk inherent in the day-to-day activities, processes and systems for which it is accountable.
To undertake any ad-hoc tasks as and when required by Head of Department and/or the Senior Management.
Bachelor’s Degree in Human Resource Management, Business Administration, Accounting, or a related discipline.
Minimum 5–8 years of board HR experience covering multiple functions. Strong knowledge of HR administration, recruitment, payroll, taxation, performance management, industrial relations and employment law.
Experience in handling expatriate permit will have added advantage.
Meticulous, responsible, with strong numerical sense and confidentiality awareness.
Good communication and coordination skills, able to liaise effectively with internal departments and external agencies.
Proficient in Microsoft Office applications and HR systems (e.g., payroll or HRIS software).
Good written and verbal communication skills in both English and Mandarin.
