Job description
Overview

The HR Professional will support HR operations for the Kuala Lumpur office, with a strong focus on expatriate and local recruitment, employment pass (EP) processing, payroll, insurance administration, and HR compliance for offshore engineering personnel. The role will manage end-to-end onboarding for 20+ senior technical and engineering staff and act as the key HR coordination point during the Malaysia operational restart.

Key Responsibilities

Recruitment & Onboarding

  • Support recruitment screening and shortlisting of candidates with 5–10 years’ experience in offshore oil & gas EPCI projects, including conducting initial interviews
  • Manage end-to-end onboarding for local and expatriate hires, including employment documentation, orientation, and start-date coordination
  • Coordinate corporate housing and relocation arrangements (if applicable) for immediate joiners
  • Process Employment Pass (EP) applications for expatriate engineers (Category I–II), including coordination with ESD Malaysia and relevant authorities
  • Track EP and Dependent Pass (DP) validity, renewals, and compliance timelines to ensure timely submissions and avoid penalties
  • Liaise with external immigration consultants, EOR providers, and government bodies on visa-related matters

Payroll, Benefits & Insurance Administration

  • Administer payroll, employment contracts, and employee benefits in compliance with Malaysian labour laws (EPF, SOCSO, EIS)
  • Coordinate employee medical insurance and employer insurance (e.g. workmen’s compensation, liability coverage), ensuring appropriate coverage for both expatriate and local employees
  • Liaise with EOR or (insurance providers, brokers) on policy issuance, renewals, claims administration, and coverage clarification
  • Support the review of insurance premiums, policy terms, and renewal timelines, and maintain accurate insurance records for audit and compliance purposes

Vendor, Compliance & HR Operations

  • Review HR-related invoices and supporting documents in coordination with finance
  • Support HR compliance and audit readiness by maintaining complete and accurate employee records and statutory documentation
  • Maintain HR databases, track headcount and onboarding status, and support management reporting
  • Support performance management and annual HR cycles
Key Requirements
  • Diploma or Bachelor’s degree in Human Resources, Business Administration, or a related field
  • Minimum 4 years’ experience in multinational engineering or oil & gas companies, with hands-on exposure to expatriate hiring and Malaysia visa processing
  • Strong working knowledge of Malaysia employment laws, payroll, and offshore oil & gas employment contracts
  • Working knowledge of employee medical insurance and employer insurance administration in Malaysia, covering both expatriate and local employees
  • Professional certification such as CIPD or PHR is an advantage
  • Familiarity with APAC payroll systems and outsourced HR / EOR models
