Responsibilities
- Localize HQ HR strategies into Malaysia-compliant HR policies, in accordance with the Employment Act 1955, Industrial Relations Act, and other applicable regulations.
- Independently develop, review, and implement end-to-end HR policies and SOPs, covering onboarding, confirmation, transfers, exits, attendance, performance management, disciplinary actions, rewards & penalties, and personnel records.
- Establish HR compliance audit mechanisms to regularly review policy execution and proactively mitigate labor law risks.
- Drive HR policy communication and training to ensure consistent understanding and adherence across management and employees.
- Develop and execute annual recruitment and manpower plans aligned with business growth and production needs.
- Lead full-cycle recruitment for manufacturing roles (operators, technicians, engineers, supervisors), ensuring speed and quality of hires.
- Manage recruitment channels including JobStreet, Ricebowl, LinkedIn, and recruitment agencies; strengthen employer branding in the local market.
- Support expatriate work pass applications (Employment Pass, Professional Visit Pass, etc.) and coordinate with Immigration and relevant authorities.
- Design and maintain competitive local compensation structures, supporting annual salary reviews and bonus planning.
- Oversee end-to-end payroll processes, including timesheet validation, salary calculations, third-party payroll coordination, and employee inquiries.
- Ensure 100% accurate and timely statutory contributions and filings (EPF, SOCSO, EIS, PCB).
- Administer statutory and supplemental employee benefits to enhance engagement and retention.
- Proactively manage employee relations, handling inquiries, grievances, and potential industrial disputes professionally and promptly.
- Organize engagement initiatives such as town halls, surveys, and festive activities to foster a positive and inclusive workplace culture.
- Act as a cultural bridge between management and the local workforce to promote trust, alignment, and collaboration.
- Serve as the primary liaison with government agencies such as Immigration, Labor Department and local authorities.
- Manage external service providers (visa agents, safety consultants) to ensure quality and timeliness.
- Oversee office administration, procurement and facilities.
Qualifications
1. Bachelor’s degree or above in Human Resources, Law, Business Administration, or related disciplines.
2. Minimum 5years of comprehensive HR experience in Malaysia, with proven hands-on experience in building or revamping HR policies and SOPs.
3. Manufacturing industry experience is mandatory, with understanding of production workforce structures.
4. Strong knowledge of Malaysian labor laws and statutory compliance (Employment Act, EPF, SOCSO, EIS, PCB, work passes).
5. Fluent in English (working language); basic Bahasa Malaysia for government dealings.
6. Mandarin proficiency is a strong advantage for collaboration with China HQ.
7. Strong system-thinking capability, high compliance awareness, self-driven, and able to operate independently in fast-growing environments.
8. Excellent cross-cultural communication and stakeholder management skills.
