Job summary

A leading HR solutions provider is looking for an HR & Administration Manager in Seberang Perai, Malaysia. The ideal candidate will oversee end-to-end HR operations, ensuring compliance with local laws while driving performance and strategic hiring. With 5-8 years of HR experience, particularly in manufacturing or logistics, you will manage employee relations and implement HR policies. Candidates must possess excellent communication and stakeholder management skills, along with a bachelor’s degree in Human Resources or a related field.

Responsibilities
  1. Oversee end-to-end HR operations including onboarding, confirmation, payroll coordination, leave administration, benefits, and employee exits.
  2. Ensure accurate and timely submission of payroll inputs to external payroll vendors.
  3. Maintain accurate employee records, HRIS data integrity, and strict confidentiality.
  4. Oversee employee insurance and benefits administration (medical, PA, motor, etc.), including renewals and claims coordination.
  5. Performance Management & Employee Lifecycle — Drive performance appraisal cycles, ensuring timelines, quality reviews, and proper calibration with management.
  6. Guide managers on PIP execution, performance documentation, and corrective actions in line with best IR practices.
  7. Support manpower planning, workforce cost control, and employee movement management.
  8. Industrial Relations & Labour Law Compliance — Lead and manage all Industrial Relations (IR) matters including disciplinary actions, domestic inquiries, PIP, misconduct cases, terminations, union-related issues, and labour disputes.
  9. Represent the company at the Industrial Relations Department (JPP), Labour Office (JTK), and Industrial Court where required.
  10. Ensure full compliance with the Employment Act 1955, Industrial Relations Act 1967, and other relevant Malaysian labour laws.
  11. Advise management on IR risks, fair process, documentation standards, and defensible decision-making.
  12. Strategic Hiring & Workforce Planning — Lead end-to-end recruitment.
  13. Partner closely with Site GM and HODs on strategic manpower planning, including headcount forecasting, succession risks, and critical role identification.
  14. Challenge and validate hiring justifications to ensure alignment with business needs, productivity, and cost control.
  15. Monitor workforce cost, attrition trends, and hiring effectiveness; provide insights and recommendations to management.
  16. Develop practical hiring strategies for blue-collar and operational roles in a tight labour market, including agency management and local sourcing channels.
  17. Ensure hiring practices comply with labour regulations and internal governance standards.
  18. Administration — Oversee site administrative functions including office administration, vendor management, and general office operations.
  19. Ensure smooth day-to-day administrative and company’s event support for site operations.
  20. Work closely with Admin staff to ensure service standards, cost control, and operational efficiency.
  21. Business Partnering — Act as a trusted HR & Admin advisor to the Site GM, department heads, and Regional HR.
  22. Provide pragmatic, business-oriented HR advice while balancing legal and IR risk exposure.
  23. Escalate critical HR, IR, or compliance risks promptly to regional leadership.
  24. Policies, Governance & Audits — Implement and enforce company HR policies, SOPs, and Code of Conduct at site level.
  25. Ensure site readiness for audits (ISO, internal audits, labour inspections).
  26. Review and improve HR and admin practices to align with regional and global standards.
Key Requirements
  • Bachelor’s degree in Human Resources, Business Administration, or related field.
  • 5 to 8 years of HR experience, with at least 3 years in a managerial role
  • Strong experience in Manufacturing and/or Logistics environments.
  • Strategic thinking combined with hands-on execution capability.
  • Proven hands-on experience handling Industrial Relations cases in Malaysia.
  • Ability to manage sensitive employee relations and high-risk cases.
  • Proactive, excellent communication skills, and stakeholder management skills.
