About the Role
We are looking for a WSHE Officer to implement, monitor, and enforce Workplace Safety, Health & Environment (WSHE/HSE) requirements for a Data Center construction project. This role ensures compliance with legal requirements, client standards, and company policies while supporting safe execution of high‑risk construction and commissioning activities.
Key Responsibilities
- Implement Project HSE Plan, Method Statements, Risk Assessments (RA), and Safe Work Procedures (SWP); ensure compliance with OSHA 1994, DOSH requirements, client standards, and industry best practices.
- Monitor and drive contractor HSE performance, compliance, and site safety culture; support implementation and control of the Permit-to-Work (PTW) system.
- Conduct daily inspections, safety walks, hazard identification, and enforcement of PPE and safe work practices.
- Supervise high-risk works such as work at height, lifting & rigging, LV/HV electrical work & energisation, confined space, hot works, heavy equipment/logistics.
- Report, investigate, and analyse incidents/near misses/unsafe conditions; produce investigation reports and recommend corrective & preventive actions (CAPA); track closure and lessons learned.
- Conduct site inductions for workers and visitors; deliver toolbox talks, safety briefings, and targeted HSE campaigns; verify workforce competency (licenses, certifications, permits).
- Maintain HSE records (inspections, PTW, training logs, incident statistics) and prepare daily/weekly/monthly reports for management and client.
- Support Emergency Response Plan (ERP) implementation and drills (fire/medical/evacuation); monitor environmental controls (waste, spill prevention/response, noise, dust, emissions) and ensure regulatory compliance.

- Stop unsafe work or activities that pose immediate risk
- Issue NCRs / Safety Observations
- Recommend disciplinary action for repeated HSE violations (per company policy)
Requirements
Qualifications & Experience
- Diploma / Degree in Occupational Safety & Health (or related field)
- Registered with DOSH (SHO)
- Minimum 4–5 years HSE experience in construction projects
- Data Center / critical facilities / M&E-heavy project experience is an advantage
Knowledge & Skills
- Strong understanding of construction HSE regulations & standards
- Familiar with PTW, LOTO, lifting plans, HIRARC
- Strong communication and site engagement skills
- Able to work independently in a fast-paced site environment
- Competent in report writing & presentation (MS Office / PowerPoint)
