Health, Safety & Environment (HSE), Manager
The Health, Safety, and Environment (HSE) Manager is responsible for ensuring compliance with HSE regulations across the plant, off-sites, and logistics operations. Key duties include overseeing contractor management, conducting safety briefings, managing the Safety & Health Committee, and leading the Emergency Response Team. The HSE Manager supports ISO certification implementation, conducts quarterly audits, and collaborates with the Compliance Manager on regulatory matters. Additionally, they maintain the SHO Green Book and advise management on necessary actions for HSE compliance.
JOB RESPONSIBILITIES
- To be overall responsible for the day-to-day compliance monitoring and enforcement for HSE issues in particular for the plant, off sites and logistics operations
- To be overall responsible for the implementation of the Contractor Management including but not limited to Permit to Work and Visitor Registration.
- To ensure the conduct of Contractor Safety Briefing; Contractor Pass Management; and other PPE Management for Contractors.
- To be the Safety & Health Officer on site including maintenance of the SHO Green Book.
- To support the Compliance Manager for regulatory issues.
- To overall manage the Safety & Health Committee in the company including but not limited to the safety & health committee meetings, safety & health workplace inspections, investigation into incidents, conduct of applicable HSE training.
- To lead the Emergency Response Team at the plant operations.
- To conduct quarterly HSE Audits and jointly with the Compliance Manager to provide reports to the Management.
- To support the implementation of ISO14001 and ISO45001 with supporting role in the ISO9001 and ISO29001.
- To advise the management of Pentas Flora of actions required to be taken to achieve compliance to HSE requirements.
JOB REQUIREMENTS
- Bachelor’s Degree in Occupational Safety & Health, Environmental Science, Engineering, or a related field.
- Registered Safety & Health Officer (Green Book) under DOSH or equivalent certification preferred.
- Minimum 5 years’ experience in HSE management, preferably in manufacturing, chemical, or scheduled waste management industries.
- Strong knowledge of Malaysian HSE laws and regulations (OSHA 1994, EQA 1974, DOSH, DOE).
- Proficient in ISO 45001 and ISO 14001 management systems implementation and audits.
- Skilled in risk assessment, incident investigation, and corrective/preventive action (CAPA) planning.
- Experienced in E-SWIS reporting, scheduled waste documentation, and regulatory compliance.
- Capable of conducting HSE training and safety awareness programs for all levels of workers.
- Excellent communication, leadership, and reporting skills; proficient in Microsoft Office and willing to travel or work on-site as required.
