Health and Safety Executive (Based in Penang)
In this role, you will be responsible for implementing, monitoring, and maintaining the organisation’s Health, Safety, and Environment (HSE) policies to ensure compliance with relevant legislation, corporate standards, and industry best practices. The successful candidate will play a key role in conducting risk assessments, tracking safety performance, and driving continuous improvement initiatives to foster a strong HSE culture across the organisation. This role will be based at the Buildcon Cimaco Concrete plant at Batu Kawan, Penang.
Responsibilities
- Develop, implement and maintain the company’s HSE Management System in compliance with relevant legislation and best practices.
- Ensure employee awareness and compliance with HSE policies, procedures, and work instructions across all levels.
- Conduct regular HSE audits, inspections, and walkabouts at worksites to identify hazards, ensure regulatory compliance (e.g.: DOSH, DOE), and promote continuous improvement.
- Lead accident and incident investigations, determine root causes, and recommend corrective and preventive actions to avoid recurrence.
- Monitor and analyse HSE performance, including incident tracking and reporting, and prepare monthly reports for management review.
- Deliver and coordinate HSE training programmes such as Permit to Work (PTW), Working at Heights (WAH), Safe Handling of Chemicals, and Ergonomics.
- Promote a strong safety culture through visible leadership, employee engagement, and consistent reinforcement of safe work practices.
- Coordinate CHRA, NRA, environmental assessments, and manage scheduled waste inventory and disposal via the E-SWIS system.
- Prepare and register work areas in line with DOSH and DOE requirements, ensuring all statutory obligations are met.
- Support emergency preparedness by organising drills and contributing to emergency response planning.
- Liaise with regulatory bodies and external stakeholders, including government authorities and insurance companies, as needed.
- Assist the fleet team with vehicle inspections, ensuring mixer trucks comply with APAD regulations.
- Facilitate safety committee meetings and contribute to the review and improvement of safety programmes and KPIs.
- Maintain current knowledge of local HSE laws, industry developments, and new technologies to ensure ongoing compliance and innovation.
- Carry out additional duties as assigned, supporting cross-functional collaboration and continuous operational safety improvements.
Qualifications
- Candidate must possess at least Diploma or Bachelor Degree in Occupational Health & Safety (OSH) or Science or Engineering in a related field
- Minimum of 1 to 3 years of working experience in the OSH field
- Takes initiative and is able to work independently
- Collaborates well with HSE Team from other regions and business units
- Must possess a valid driving license (Class D) and own transportation
