Job responsibilities
  • Lead, drive and provide strategic directions on HLBB's risk management strategies, methodologies and initiatives across regional banking subsidiaries/branches.
  • Lead the development of new or improve existing risk management programs and techniques, where applicable, to achieve consistency in standards and efficiency across regional banking subsidiaries/branches.
  • Develop and propose regional banking subsidiaries'/branches' risk appetite statements and thresholds.
  • Execute by cascading it down to respective subsidiaries, and closely monitor to ensure that each subsidiary/branch complies with their respective risk tolerances.
  • Regular engagement with regional countries risk officers, supervise to ensure that risks are appropriately escalated with sufficient details to the Head Office. Coordinate the escalation of issues to the relevant stakeholders, and if applicable, work with relevant stakeholders and monitor to ensure that it is appropriately resolved on a timely basis.
  • In-depth understanding on what a robust governance framework entails, and be able to tailor such framework to different countries, which operates in different scale, size and level of complexity.
  • Evaluate the nuances and regulatory requirements of different countries, and tailor applications of policies and practices to each regional subsidiary/branch.
  • Broad and comprehensive understanding on principles of various risk disciplines including but not limited to credit risk, market risk, operational risk, IT risk, and be able to apply such concepts in practice.
  • Strong vigilance on risks that may arise from evolving conditions in the economy and markets of the HLBB and its regional banking subsidiaries/branches.
  • Proactively address issues and challenges with innovative solutions while providing guidance to regional countries risk officers across the Banking Group.
  • Supervise the review, analysis and monitoring of risk trends and positions of respective regional subsidiaries/branches, develop independent insights from the analytics performed, and highlight to Management and Board Committees.
  • Guide respective countries' risk officers and team members by setting performance objectives, evaluating and optimizing operational performance, while continuously upskill expertise to deliver high quality work consistently.
  • Ensure equitable and efficient work distribution amongst team members for effective operational continuity.
  • Implement succession planning.
  • Matrix reporting of the respective countries' risk management officers into the Regional Countries Risk Department.
  • Support businesses in achieving growth with a balanced risk perspective in line with strategic objectives.
  • Directly impact the risk processes of regional banking subsidiaries/branches, as part of the alignment of policies and practices across Banking Group.
  • Ensure tight integration and alignment between risk management processes of the Head Office and regional countries, to contribute to achieving business objectives of the Banking Group.
Job requirements
  • Bachelor's degree or it's equivalent.
  • Bank Risk Management certification
  • 10-15 years' experience in risk management or any other discipline in a financial services environment.
  • Experience in strategic planning, project management and legal entity governance.
  • Experience in engagement with regulators and senior stakeholders.
  • Understanding of businesses and regulatory environment in Singapore, Hong Kong, Vietnam and/or Cambodia would be an added advantage.
  • Strong communication and interpersonal skills to build relationships and influence.
  • Ability to exercise sound judgement based on advanced analytical thoughts to tailor implementation of initiatives across countries.
  • Ability to deliver at both strategic and operational levels.
  • Ability to have a big-picture view to assess the impact of policy/process implementation holistically.
