Job summary

A growing training consultancy company in Penang seeks a Training Manager to lead planning and execution of internal and external training programmes. The role requires at least 5 years of experience in Learning & Development and a valid HRD Corp–Accredited Trainer certification. You'll focus on enhancing staff competency, generating revenue through consultancy services, and ensuring compliance with guidelines. Job description

To lead the planning, development and execution of internal and external training programmes. This role is responsible for strengthening staff competency, expanding training and consultancy services as a revenue stream, and managing HRD Corp claims in compliance with established requirements and standards.

Key Responsibilities
  1. Strategic Training Planning & Implementation (Internal)
    • Develop and implement the annual training plan aligned with organisational goals and operational requirements.
    • Conduct Training Needs Analysis (TNA) to identify competency gaps across departments.
    • Organise, coordinate and deliver internal training and development programmes.
    • Monitor, evaluate and report the effectiveness and impact of training initiatives.
  2. External Training & Revenue Generation
    • Develop structured external training programmes and consultancy packages related to engineering operations, maintenance, safety, asset management and any relevant programmes.
    • Identify potential markets and clients, and execute strategies to promote external training services.
    • Prepare proposals, quotations and presentations for external training and consultancy opportunities.
    • Support business development efforts to generate income through training and consultation services.
  3. Staff Capability & Competency Development
    • Develop and implement a structured competency framework for all relevant roles.
    • Plan staff upskilling and reskilling initiatives, including technical certifications and professional development pathways.
    • Maintain and monitor individual and departmental training records and competency progress.
    • Recommend targeted development initiatives to enhance overall workforce capability.
    • Manage the preparation, submission and monitoring of HRD Corp claims related to approved training programmes.
    • Ensure full compliance with HRD Corp regulations, guidelines and audit requirements.
    • Maintain complete documentation, records and reports for claim and audit purposes.
  4. Training & Consultation Unit Development
    • Support the establishment, growth and continuous improvement of the Training & Consultation Unit.
    • Develop and standardise training modules, materials, SOPs and operational guidelines.
    • Identify strategic partnerships with government agencies, universities, GLCs and industry players.
  5. Reporting & Governance
    • Prepare monthly, quarterly and annual reports on training activities, outcomes, budgets and revenue.
    • Provide regular updates to Management on unit performance, challenges and improvement plans.
    • Ensure alignment of all training initiatives with corporate policies and strategic direction.
Job Requirements
  • Bachelor’s Degree in Human Resources, Psychology, Business Administration, or a related field.
  • Minimum of five (5) years’ relevant experience in Learning & Development or training.
  • Possess a valid HRD Corp–Accredited Trainer certification.
  • Strong communication skills, both written and verbal, with the ability to conduct effective business presentations.
  • Good interpersonal and people management skills, with the ability to work effectively across all levels of the organization.
