A leading telecom firm in Malaysia is looking for a Head of Fiber Business & Strategy. This role involves defining the commercial model and partnerships for fiber connectivity. Candidates should have extensive experience in fiber infrastructure and strong leadership capabilities. Under Fiber & Connectivity business vertical, we are looking for a Head of Fiber Business & Strategy to design, launch, and scale fiber vertical leveraging from the existing telecommunication businesses that we are in.
This role is responsible for defining the commercial model, partnership strategy, route prioritisation, and go-to-market execution for fibre connectivity — including dark fibre, IRU, wholesale, and enterprise access — before large-scale rollout and expanding into broader digital infrastructure opportunities over time.
This role is responsible for business strategy, partnerships, commercial models, and capital-efficient execution — not just network rollout. It is a business-building leadership role.
Define and execute fiber and digital infrastructure business strategy
Design scalable business models (build, lease, co-build, IRU, platform partnerships)
Identify priority markets, anchor customers, and revenue-first deployment opportunities
Define go-to-market strategy for enterprise, hyperscalers, telcos, data centres, and property developers
Develop commercial frameworks, pricing logic, and long-term monetisation strategy
Position ourselves as a neutral infrastructure and connectivity platform
Lead strategic partnerships with key stakeholders including clients, telcos/carriers, access providers, local councils, utilities, developers, hyperscalers, and data centres
Structure and lead commercial discussion and negotiation on dark fibre, duct leasing, IRU, and co-build models for long-term infrastructure contracts
Build strong executive-level relationships to secure repeat and long-term business
Build long-term relationships with C-level stakeholders and infrastructure planners
Build business cases, demand aggregation models, route-level and project-level economics (NPV, IRR, ROI)
Guide capital allocation and demand aggregation strategies to prioritise projects based on capital efficiency and revenue certainty
Prepare the infrastructure assets and fibre business for scalability, SPV structuring, co-investment, and/or future institutional funding
Work closely with engineering, legal, finance, and delivery teams to ensure technical-commercial alignment
Oversee deployment rollouts especially the early-stage, pilots, anchor and/or as and when necessary to validate business assumptions
Define roadmap for scaling teams, operations, and additional infrastructure verticals as well as for future rollout, and team build-out
Viable fibre business model launched
Anchor customers and long-term contracts secured
Revenue-generating routes established
Capital-efficient deployment strategy validated
Clear pathway for scale-up and future infrastructure expansion
Readiness for business scale-up, commercial valuation and institutional partnership
Bachelor’s degree in Telecommunications, Engineering, Business, Finance, or related field
8–12+ years experience in fibre, telco wholesale, carrier services, or infrastructure business development
Proven experience and network in fibre infrastructure businesses, as well as telco rollout
Proven experience in building or scaling new infrastructure or connectivity businesses
Strong commercial, financial modelling, and investment evaluation skills and capabilities (NPV, IRR, ROI)
Deep solid understanding of fibre infrastructure, regulatory landscape, deployment economics, and right-of-way (R.O.W) environments
Experience structuring partnerships, IRU agreements, and long-term contracts
Strong leadership, negotiation, and stakeholder management skills and capabilities
Comfortable operating in greenfield, fast-moving, and high-ambiguity environments
