Head, Contract Administration

Working Day/ Hour / Location

• Monday to Friday, 9AM to 6PM

• Johor Bahru

Job Scope
  • Contract Strategy and Governance: Establish and oversee contract administration policies, procedures, and frameworks to ensure compliance, transparency, and efficiency across the projects.
  • Tender and Procurement Management: Lead the end-to-end tender process, including preparation of tender documents, evaluation, negotiation, and award of contracts.
  • Cost Planning and Control: Oversee project cost estimates, budget monitoring, and expenditure tracking to ensure projects remain financially viable and within approved limits.
  • Contract Negotiation and Finalization: Negotiate terms and conditions with consultants, contractors, and suppliers to secure favorable outcomes for the company while mitigating risks.
  • Claims and Variation Management: Review, assess, and resolve claims, variations, and contractual disputes in a timely and fair manner.
  • Risk and Compliance Oversight: Ensure all contracts comply with statutory requirements, corporate policies, and industry standards, while proactively identifying and mitigating risks.
  • Stakeholder Collaboration: Work closely with project implementation, design, finance, and legal teams to align contracts with project requirements and delivery expectations.
  • Value Engineering and Cost Optimization: Drive initiatives to optimize construction costs and achieve value-for-money solutions without compromising on quality or sustainability.
  • Performance Monitoring and Reporting: Track and analyze contractor performance, contract utilization, and financial commitments; provide management with timely insights and reports.
  • Leadership and Team Development: Lead, mentor, and build the contract administration team’s capabilities, fostering a culture of integrity, accountability, and continuous improvement.
Requirements
  • Bachelor’s degree in a relevant discipline (E.g., Quantity Surveying, Civil Engineering, Architecture, Real Estate, Business, or related fields). Diploma holders may be considered if they have strong relevant experience.
  • Minimum 12 years of experience in contract administration, tender, and procurement management within the property development or construction industry, with at least 5 years in a senior leadership role.
  • Must come from the property development, large-scale real estate, construction industry (Especially Master Development).
  • Must have strong background in contracts, procurement governance, tender management, and cost control.
  • Solid understanding of construction law, claims management, and contract negotiation.
  • Proven track record in managing large-scale projects and complex contracts.
