Boustead Holdings Berhad is seeking a highly experienced Group Chief Procurement Officer (GCPro) to provide group-wide leadership, governance, and oversight of procurement and supply chain functions. Reporting directly to the Group Managing Director, this role is critical in ensuring transparency, value-for-money, risk control and strict compliance with governance and ethical standards, with a strong emphasis on defence and strategic procurement.

The GCPro is responsible for establishing and executing group procurement strategies, policies and governance frameworks, while driving cost optimisation, vendor capability development and secure supply-chain practices. The role provides strategic and operational leadership across procurement, contracting and supplier management to support business objectives and national priorities.

Key Responsibilities
  • Establish and enforce group-wide procurement strategies, policies and governance frameworks in line with LoA, audit and ethical requirements.
  • Drive value-for-money and cost optimisation initiatives through strategic sourcing, spend aggregation, benchmarking and life-cycle cost analysis.
  • Oversee tendering, evaluation governance, negotiations and contract award processes, ensuring commercial protection and risk mitigation.
  • Lead vendor development and supplier performance programmes, including localisation, industrial participation and capability enhancement.
  • Provide procurement leadership and oversight across defence programmes, ensuring alignment with capability needs, life-cycle costs and contractual obligations.
  • Strengthen supply-chain security, compliance with national regulations, export controls and protection of restricted or classified information.
  • Lead digital procurement initiatives, including e-procurement systems, spend analytics, audit trails and workflow controls.
  • Build and develop strong procurement leadership and technical capabilities, fostering a culture of integrity, accountability and professional excellence.
Requirements
  • Bachelor’s Degree in Business, Engineering, Supply Chain, Law or a related field.
  • Postgraduate qualification (MBA or equivalent) preferred; professional procurement certification an advantage.
  • Minimum 15 years of leadership experience in procurement, preferably within defence, public sector or strategic industries.
  • Proven track record managing complex, high-value, high-risk procurement and contracting portfolios.
  • Strong experience in procurement governance, LoA frameworks, audit requirements and digital transformation.
  • Sound knowledge of national procurement regulations, supply-chain security and compliance expectations.
  • Strong stakeholder management, sound judgement and high standards of integrity and confidentiality.
