A leading property development firm in Kuala Lumpur is seeking a dedicated professional to spearhead procurement and contract management. The ideal candidate should possess a Bachelor's Degree in Quantity Surveying and at least 20 years of experience in the property development industry, with a proven track record in managing contracts for high-rise projects. Strong analytical, problem-solving, and leadership skills are critical for ensuring effective collaboration and achieving project objectives. Lead and oversee the full spectrum of contracts and procurement functions, ensure strategic sourcing, cost & budget control, risk mitigation, and regulatory compliance, while aligning all activities with overall project timelines and business objectives.
Develop, oversee, and lead end‑to‑end pre‑ and post‑contract administration for all property development projects.
Provide procurement and contract‑related input during project feasibility studies, including high‑level cost estimates, risk identification, and sourcing considerations.
Collaborate with cross‑functional teams such as project, legal and finance team, to align contract and procurement strategies with overall project goals.
Drive value analysis and cost optimisation initiatives without compromising design intent or project quality.
Lead the development of preliminary project budgets in coordination with the Management, project team, and finance team to support decisions.
Oversee and lead the negotiations with contractors for tender packages and present the recommendations to Chief Executive Officer (CEO).
Lead the tender committee meetings and ensure accurate documentation and records are maintained in accordance with governance requirements.
Oversee all progress claims through to final account settlement, ensuring compliance with contract terms and timely payments.
Oversee and review all Provisional Variation Orders (PVOs), Variation Orders (VOs), and dispute claims, ensuring alignment with contractual provisions.
Lead and monitor the sourcing & vendor management processes including pre‑qualification, selection, negotiation, and performance evaluation.
Oversee and monitor timely procurement of materials, equipment, and services to support project development schedules.
Review and oversee reports on contract and procurement status, risk exposure, cost tracking and cashflow forecast.
Identify and mitigate contractual and procurement risks while ensuring full compliance with company policies, procurement procedures, and regulatory requirements.
Lead, coach, and build the capabilities of team members to ensure alignment with the company’s strategic objectives and performance targets.
Continuously improve the contracts and procurement framework to support business growth and project efficiency.
Requirements:
Candidate must possess at least a Bachelor’s Degree in Quantity Surveying or a related field. Candidates with additional law papers will be an advantage.
Minimum 20 years of relevant experience in property development industry.
Proven track record in leading contract and procurement functions for high rise projects.
Strong in contract vetting and well-versed with stamp duty assessment systems.
Meticulous and hands‑on, capable of reviewing, providing strategic input, and leading teams effectively.
Strong analytical thinking and results‑oriented mindset.
Excellent problem‑solving skills.
Outstanding written and verbal communication, with confidence in presentations.
