Job Summary and Objectives
This position is responsible for supporting the Marine Business Division in meeting the target business plan and revenue by securing marine conversion projects from International and Local Clients, meeting the Clients’ technical specifications / standards, establishing data base, developing strategies, market competitiveness, data price analysis, submission of winning proposal, building relationships with New Client and Business Partners; and maintaining good relationship with Existing Clients.
Primary Job Responsibilities & Accountability
Bid Strategy and Proposal Management (Commercial & Technical Proposal Preparation)
- Process customer inquiries, feedback, and requests, ensuring timely communication and coordination with internal teams (Technical, Legal, Operations, etc.) to enhance customer satisfaction, streamline internal workflows, and ensure efficient service delivery.
- Conduct project briefing with estimating section and coordinating for technical clarifications and additional scope of work.
- Liaise with respective key internal department / subject matter experts and seek necessary assistance for the technical document deliverables.
- Liaise with Subcon / Vendor, Supplier, Third Party and Business Partners to support and provide competitive cost at the bidding phase.
- Collect all inputs into proposal ensuring its accurateness, comprehensiveness and competitiveness.
- Prepare Profit & Loss sheet for Manager to review and seek Head Marine Conversion approval.
- Upon approval, submit competitive commercial & technical tender proposals within stipulated deadlines, ensuring accuracy and compliance with customer requirements and secure business.
2. Contract Review and Negotiation
- Liaise with the Legal Manager for contractual qualification review and seek advice on legal requirements during the bidding phase.
- Support to review the other contractual requirements as per Customer’s ITB / ITT / RFQ guidelines and disseminate them to key internal departments / subject matter experts.
- Ensure contract terms & conditions and commercial inputs is aligned with company interests and technical requirements.
- Participate in contract clarification meetings and negotiations with Clients as required.
Market and Opportunity Analysis
- Monitor and analyze market trends, customer requirements, and competitor activities to support bid strategy formulation.
- Identify commercial risks and opportunities in proposed schedule, pricing structures, payment terms, etc.
Stakeholder Engagement
- Establish and maintain strong working relationships with existing and prospective clients to enhance business rapport and visibility to promote client trust and loyalty, increase customer retention, and improve brand recognition within the marine sector.
- Continuous updating on the development of data base, bid information and standardization of proposal templates and processes.
- Capture lessons learned from previous bids and update commercial tools, benchmarks, and databases accordingly.
