A maritime company in Selangor, Gombak is looking for a Crewing Manager to oversee crew planning and deployment for offshore vessels. Responsibilities include ensuring compliance with maritime regulations, managing crew change operations, and leading the crewing team. Qualifications include a Bachelor's Degree in maritime studies and at least 5-8 years of experience in maritime crewing. Strong leadership and communication skills are essential. The ideal candidate will have familiarity with international maritime regulations and crewing management systems.
In-charge in crew planning, deployment, and rotation for offshore vessels and tankers
Ensure compliance with Safe Manning Certificates and client-specific requirements
Manage crew change operations, including emergency crew replacements
Monitor crew availability, succession planning, and manpower forecasting
Ensure full compliance with MLC 2006, STCW, Flag State, Port State, and company SMS
Ensure offshore and tanker-specific certifications are valid (DP, Tanker Endorsements, BOSIET, HUET, H2S, medical)
Ensure compliance with OCIMF, ISM, ISPS, and tanker vetting requirements
Support internal audits, external audits, inspections, and client vetting processes
Lead, supervise, and develop the crewing team
Set objectives, monitor performance, and conduct appraisals
Provide guidance and decision-making support for complex crewing issues
Oversee recruitment, selection, and promotion of officers and ratings
Approve crew nominations and ensure competency standards are met
Manage training plans, certification renewals, and career progression
Oversee crew welfare, grievance handling, and disciplinary actions
Ensure crew contracts, terms of employment, and working conditions comply with regulations
Act as escalation point for onboard and shore-based crew issues
Liaise with vessel Masters, Offshore Managers, charterers, clients, and manning agents
Participate in client meetings related to crewing, audits, and performance reviews
Manage crewing budgets including wages, travel, training, and agency costs
Review and control crewing expenses and cost efficiency
Prepare crewing reports, KPIs, and management updates
Bachelor’s Degree or Diploma in Maritime Studies, Nautical Science, Marine Engineering, or related field
Minimum 5-8 years experience in maritime crewing, with offshore and/or tanker exposure
Strong knowledge of international maritime regulations (MLC, STCW, ISM, ISPS)
Familiarity with OCIMF and tanker vetting requirements
Proven leadership and people management experience
Strong planning, problem-solving, and decision-making skills
Excellent communication and negotiation skills
Proficient in MS Office and crewing management systems
Fluent in English (written and spoken)
Former seagoing experience (Deck or Engine Officer)
Experience managing multinational crew
Knowledge of DP vessel operations and offshore project requirements
