Job description

Location: Puncak Alam/Rawang/Elmina/Port Dickson

The Cost Engineer (CSA) is responsible for managing and controlling all cost-related matters for Civil, Structural, and Architectural (CSA) works on data centre construction projects. The role focuses on budget control, cost forecasting, variation assessment, and commercial reporting throughout the project lifecycle — from early design through construction and close-out.

This position works closely with the Project Team, Consultants, and Contractors to ensure CSA works are delivered within approved budgets, contract terms, and commercial best practices.

Responsibilities include but not limited to the following:

Cost Planning & Budget Control
  • Prepare, monitor, and maintain CSA cost budgets based on design development and construction progress.
  • Develop detailed CSA cost estimates aligned with drawings, specifications, and construction methodologies.
  • Track and analyze cost variances, identifying risks and opportunities for cost optimization.
  • Update cost forecasts regularly and advise the Project Team on budget status.
Contract & Commercial Management
  • Review CSA contracts, BOQs, and pricing schedules for compliance and completeness.
  • Maintain and manage the Change Order / Variation Log for CSA packages.
  • Review, evaluate, and validate contractor variation claims related to CSA works.
  • Assist in contract negotiations, final accounts, and commercial close‑out.
Progress & Cost Reporting
  • Monitor commercial progress for CSA trades against physical construction progress.
  • Prepare monthly cost reports, including commitment tracking, cash flow projections, and variance analysis.
  • Support commercial reporting to Client and internal stakeholders.
  • Identify potential commercial and cost risks associated with CSA scope.
  • Provide recommendations for value engineering and cost‑saving initiatives without compromising quality or compliance.
  • Support mitigation strategies for budget overruns and scope changes.
Stakeholder Coordination
  • Work closely with Project Managers, Design Consultants, Site Teams, and Procurement.
  • Provide commercial input during design reviews, technical clarifications, and construction coordination meetings.
  • Offer cost and commercial advice to Client and project stakeholders when required.
General
  • Ensure all cost control activities comply with company procedures and contract requirements.
  • Support audits, internal reviews, and commercial governance processes.
  • Perform other duties as assigned by Project Management.
Requirements
  • Candidate must possess at least a Bachelor’s or Master’s Degree in Quantity Surveying, Architecture, Civil Engineering, Mechanical Engineering, Electrical Engineering, or an equivalent discipline.
  • Minimum 5-8 years of relevant experience in quantity survey and cost management.
  • Proven experience in data center, industrial, semiconductor, or mission‑critical projects is a strong advantage.
  • Hands‑on experience managing CSA packages such as: Earthworks & piling, Concrete and structural works, External works & infrastructure.
  • Strong knowledge of construction cost management and CSA BOQs.
  • Familiar with contract forms (FIDIC, PAM, or equivalent).
  • Experience with change management, claims evaluation, and final accounts.
  • Strong analytical, reporting, and commercial judgement skills.
  • Strong communication and stakeholder management skills.
  • Detail‑oriented with the ability to manage multiple CSA packages simultaneously.
  • Confident working in a fast‑paced construction environment.
