A construction management company located in Puchong is seeking a qualified professional to lead tender reviews and manage contractual obligations. Candidates should have at least 5 years experience in M&E construction, particularly in pre-contract roles. Responsibilities include reviewing tenders, coordinating with project teams, and evaluating cost estimates. Strong negotiation skills and a background in Quantity Surveying or Engineering are essential for this role, which is pivotal in ensuring compliance and competitiveness in submissions.
Lead the review of tender documents including drawings, specifications, BOQ, and contract conditions
Identify commercial and contractual risks prior to tender submission
Coordinate with engineering, procurement, and project teams to obtain technical and cost inputs
Develop tender queries and clarifications to clients/consultants
Ensure all submissions comply with client and statutory requirements
Review and validate cost estimates for M&E works (materials, labour, equipment, subcontractors)
Advice on pricing strategy, margins, and risk allowances
Evaluate value engineering options to improve competitiveness
Analyse market rates and supplier/subcontractor quotations
Review contract terms and conditions
Highlight unfavorable clauses and propose qualifications or amendments
Prepare commercial qualifications and exclusions for tender submission
Support negotiations with clients on contractual matters before award
Assess subcontractor and supplier commercial proposals
Participate in pre-award meetings and negotiations
Ensure scope gaps and overlaps are identified and addressed
Prepare pre-contract risk assessment reports
Identify insurance,warranty, and liability exposures
Ensure compliance with company policies and financial authority limits
Prepare contract summary and risk register upon award
Conduct formal handover to the project/commercial team
Brief project teams on key contractual obligations and risk areas
Strong knowledge of construction and M&E contracting practices
Solid understanding of standard forms of contract
Excellent commercial awareness and negotiation skills
Strong analytical and risk assessment capability
Ability to work under tight tender deadlines
Good communication and coordination skills across departments
Degree in Quantity Surveying, Mechanical/Electrical Engineering, Construction Management, or related field
Minimum 5 years of experience in M&E construction, with strong pre-contract/tender experience
Experience in commercial or contract management roles is preferred
Familiarity with large-scale building or infrastructure M&E projects is an advantage
