Job Description Summary
- This is a critical role as Principal Officer/General Manager of Citibank N.A. Labuan Branch, under Corporate Banking.
- As the senior most position in the Branch, it has responsibility primarily around day‑to‑day administration, operational governance, risk & control and marketing.
- The role is stationed out of Kuala Lumpur with an expectation to manage the team remotely with frequent visits to the Labuan office.
- This is a strategic role with an objective of leveraging offshore banking facilities for business growth and expansion.
Job Description
- Responsible for managing a team at Citibank NA Labuan Branch working on‑site, with most processes outsourced and supported out of Centres of Excellence (COEs) for loans, trade, derivatives, cash management, fund transfer and other products. Monitor staff‑adequacy, proficiency and morale, training and benefits.
- Responsible for productivity and effectiveness of the Branch/Entity, ensuring it functions and is managed as per Labuan Financial Services Authority (LFSA) and Citigroup’s policies.
- Actively participate and update Management Committees on business, markets, risk and regulatory related issues.
- Ultimately responsible for governing risks, implementing and monitoring controls over regulatory change management, compliance, third‑party management, local regulatory reporting, Manager’s Control Assessment (MCA), records management and continuity of business (CoB).
- Ensure adequate control over every aspect of internal and customer transactions and documentation in order to avoid any risk or loss to the Bank. Ensure appropriate segregation of duties.
- Inform management of new regulatory developments affecting the offshore entity and recommend new requirements to further enhance smoother administration including personnel, systems, premises, products, etc.
- Interact with other Citigroup units on product booking in Labuan, particularly on documentation, approval, legal and reporting.
- Ensure all internal and external reporting are prepared and submitted before stipulated deadlines.
- Cater to internal and external audit requests.
- Liaise with regulators, external and internal auditors, external and internal customers, banks, LFSA, group offices and other regulatory bodies.
- Provide product/service – meeting with walk‑in customers, resolving customer inquiries and advising on offshore benefits. Screen and recommend potential customers before referring to specific unit in Berhad or other Citibank Branches for proper due diligence.
- Develop work – collaborate and work with the business to further develop and expand Labuan Business with new ideas and opportunities.
- Represent Citigroup on functions such as road shows, seminars, ALB, etc.
- Participate as a member of ALB (Association of Labuan Banks) and other joint working committees established by either Labuan International Business and Financial Centre (LIBFC) or LFSA.
- As the Legal Vehicle Officer, the responsibilities include management of corporate investment and protection of the subsidiary’s franchise and reputation; ensuring all relevant corporate governance, regulatory and legal standards are met and proper financial management is applied, with appropriate records maintained in accordance with retention periods under local and U.S. laws and tax regulations.
