The Chief Engineer (Construction) is responsible for leading, managing, and supervising all engineering and technical matters across construction projects. This role ensures that all designs, installations, testing, and commissioning meet Malaysian standards, project specifications, and safety regulations. The Chief Engineer will work closely with consultants, clients, contractors, and internal project teams to ensure timely, cost-effective, and quality project delivery.
Key Responsibilities
1. Engineering & Technical Leadership
- Lead and oversee all engineering activities including civil, structural, mechanical, and electrical work.
- Review, verify, and approve engineering drawings, calculations, method statements, material submissions, and technical documents.
- Provide technical guidance to project teams and resolve engineering issues at site.
- Ensure all works comply with Malaysian regulations, including CIDB, DOSH, Bomba, TNB, IWK, Local Council requirements.
2. Project Execution & Management
- Plan, coordinate, and supervise construction activities from project start to completion.
- Ensure works progress according to schedule, quality standards, and approved designs.
- Conduct regular site inspections; identify issues and implement corrective actions.
- Monitor and ensure proper installation of equipment and materials according to specifications.
- Manage testing & commissioning (T&C), handover documentation, and project close‑out.
3. Safety, Quality & Compliance
- Ensure all site operations comply with OSHA 1994, FMA, DOSH, and company safety policies.
- Work closely with Safety Officers to ensure strict enforcement of HSE standards.
- Lead quality assurance and quality control (QA/QC) for all engineering works.
- Support audits, inspections, and regulatory applications (e.g. CF, authority approval).
- Supervise site engineers, supervisors, and technical personnel.
- Provide coaching, training, and performance evaluation for engineering teams.
- Coordinate with consultants, clients, subcontractors, and suppliers.
- Lead technical meetings, resolve site conflicts, and ensure smooth coordination.
5. Budget & Resource Management
- Review BOQ, technical proposals, material requisitions, and cost estimates.
- Control technical costs, avoid wastage, and optimise resources.
- Evaluate contractor/supplier performance and support procurement decisions.
6. Documentation & Reporting
- Prepare engineering reports, site progress reports, and technical assessments.
- Review and approve daily site logs, inspection forms, QA/QC checklists.
- Ensure all project documentation is updated, accurate, and complete.
- Identify engineering risks and propose mitigation plans.
- Troubleshoot site technical issues quickly to avoid delays.
- Ensure non‑conformance reports (NCR) are resolved promptly.
Job Requirements
Education & Certification
- Bachelor’s degree in Civil, Mechanical, Electrical or related engineering field.
- Professional certifications preferred:
- Ir. (PE) or Graduate Engineer registered with BEM
- CIDB Competency
- Chargeman or Wireman (for M&E focus)
Experience
- Minimum 8–12 years of experience in construction or engineering projects.
- Strong background in building, industrial, or infrastructure projects.
- Experience leading engineering teams and large‑scale contractors.
- Experience in M&E, structural, and civil engineering coordination preferred.
Skills
- Strong technical knowledge of construction standards, drawings, and regulations.
- Strong communication skills for dealing with clients, authorities, and subcontractors.
- Excellent problem‑solving, decision‑making, and leadership skills.
- Proficient in MS Project, AutoCAD, BIM/Revit (advantage), and standard reporting tools.
