Business Analyst – Finance Operations (Water Utility Industry)

Location: Johor, Malaysia

Role Overview

We are seeking a highly capable Business Analyst with strong domain knowledge in Finance Operations within the water utility sector. The candidate will play a key role in conducting business discovery, mapping end-to-end financial processes, gathering and validating requirements, and translating these into clear, actionable specifications for the implementation team. The role requires close collaboration with Finance stakeholders, operational teams, project managers, and technology vendors to ensure that business needs are accurately captured and reflected in solution delivery.

Key Responsibilities
Business Analysis & Requirements Management
  • Lead and facilitate discovery workshops with Finance, Billing, Customer Service, Procurement, and Operational stakeholders across the water utility organization.
  • Gather, validate, and analyze business requirements related to finance operations, revenue management, billing cycles, tariff configurations, asset accounting, and budgeting workflows.
  • Create detailed Business Requirements Documents (BRD), Functional Specifications, User Stories, and process documentation.
  • Ensure all requirements are clearly understood and actionable for the implementation and configuration teams.
Process Mapping & Documentation
  • Document end-to-end finance processes including meter-to-cash, invoicing, collections, journal entries, accounts receivable, accounts payable, general ledger operations, asset capitalization, and variance analysis.
  • Develop high-quality process flow diagrams, swimlane charts, SOPs, and f inance operating models.
  • Identify process gaps, areas for improvement, inefficiencies, and opportunities for system automation or standardization.
  • Align process documentation with internal audit, compliance, and regulatory requirements applicable to Malaysian water utilities.
Stakeholder Engagement & Communication
  • Engage regularly with finance managers, operational teams, and CXO-level stakeholders to validate requirements and refine business use cases.
  • Serve as the primary liaison between business users and technical/implementation teams to ensure a shared understanding of functional requirements.
  • Conduct walkthroughs of documented processes, functional specs, and solution designs with key stakeholders.
Solution Support & Implementation Alignment
  • Work closely with the Dynamics 365 implementation team (functional consultants, solution architects, QA) to ensure requirements are accurately translated into system configurations and solution designs.
  • Participate in solution design reviews, data mapping sessions, and configuration validation.
  • Support UAT preparation by defining test scenarios, acceptance criteria, and validating results with business users.
  • Ensure delivered features and processes meet operational objectives and comply with financial and regulatory standards.
Governance, Compliance & Reporting
  • Ensure finance processes and requirements align with Malaysian water industry practices, tariffs, and regulatory frameworks (SPAN, PAAB, state regulations).
  • Track changes in requirements and maintain version-controlled documentation.
  • Provide weekly updates, requirement traceability matrices, and progress reports to project managers and stakeholders.
Required Qualifications & Experience
  • Bachelor’s degree in Accounting, Finance, Business Administration, Information Systems, or related field.
  • 5–10 years of Business Analyst experience, with at least 3+ years in Finance Operations.
  • Strong domain understanding of water utility finance processes, including revenue billing, customer accounts, collections, procurement-to-pay, asset f inancials, and GL operations.
  • Experience conducting structured discovery workshops and working with cross functional business teams.
  • Demonstrated capability to document business processes in detail using BPMN, f lowcharts, or industry-standard modelling techniques.
  • Exposure to ERP or CRM implementations (Microsoft Dynamics 365 Finance & Operations or similar is an advantage).
  • Strong analytical skills with the ability to translate business needs into structured functional specifications.
  • Excellent written and verbal communication skills; ability to interact professionally with senior stakeholders.
Preferred Skills
  • Experience working in the Malaysian water utility sector or other regulated industries.
  • Familiarity with Dynamics 365 Finance, Billing, or Customer Engagement modules.
  • Knowledge of internal control frameworks, audit requirements, and compliance processes.
  • Ability to create structured documentation using tools such as Visio, Lucidchart, Confluence, or similar.
  • Experience with Agile delivery frameworks (User stories, sprints, backlog grooming).
