Job description
Overview

This role provides integrated oversight and strategic insight on Enterprise Risk Management (ERM), Environmental, Social and Governance (ESG), and Group Performance, ensuring that risk, sustainability, and performance considerations are embedded into RAC’s decision-making and governance processes. It focuses on sense-making, interpretation, and advisory support, drawing on inputs from Group Performance Monitoring and Management Secretariat functions. It is a foundational governance role, designed to strengthen foresight and decision quality rather than to manage operational execution.

Key Accountabilities
  • Establish and subsequently maintain RAC’s Enterprise Risk Management (ERM) framework and risk governance structure, in line with organisational objectives and governance expectations.
  • Assess enterprise-wide risks across strategic, operational, financial, regulatory, and ESG domains using inputs from performance data, management deliberations, and strategic initiatives.
  • Identify risk interdependencies, emerging risks, and material exposures that may affect RAC’s sustainability and mandate.
  • Frame risk implications, trade-offs, and escalation matters for consideration by the CEO and senior management.
  • Oversee the establishment and integration of RAC’s ESG framework, and ensure ESG considerations are embedded into business planning, asset management, and investment decision-making.
  • Interpret ESG-related data and operational realities to surface sustainability risks, opportunities, and longer-term implications.
  • Position ESG as a governance and resilience lens, supporting informed decisions rather than as a standalone reporting or compliance exercise.
  • Interpret Group KPI trends, delivery status, and management action items as early-warning signals for execution risk, governance gaps, or strategic exposure.
  • Identify recurring or cross-cutting issues arising from performance data and management discussions.
  • Provide analytical insights and recommendations to support prioritisation, corrective action, and escalation.
  • Provide structured advisory input to the CEO and senior leadership on matters relating to risk, ESG, and organisational performance.
  • Support governance forums by framing issues, options, and implications clearly for informed decision-making.
  • Ensure alignment between risk considerations, strategic objectives, and observed performance trends.
  • Enterprise risk register with integrated, forward-looking analysis.
  • Periodic ERM–ESG insight briefs highlighting material risks and sustainability considerations.
  • Analytical notes linking Group Performance trends to risk and governance implications.
  • Advisory inputs for senior management and governance discussions.
Qualifications & Experience
  • Bachelor’s degree in Risk Management, Sustainability, Business, Engineering, Finance, Economics, or a related field.
  • Minimum 7–10 years of relevant experience in risk management, governance, strategy, performance management, or infrastructure-related environments.
  • Experience in public sector, infrastructure, property, utilities, or regulated organisations is an advantage.
Core Competencies
  • Strong analytical and interpretive capability.
  • Sound judgment and ability to synthesise information from multiple sources.
  • Comfortable operating with incomplete information and drawing reasoned conclusions.
  • Clear written and verbal communication skills suitable for senior management engagement.
  • Ability to work collaboratively while maintaining objectivity and independence of thought.
  • Strong ability to structure complex issues and insights into clear, executive-ready presentation materials (e.g. PowerPoint) for senior management and governance discussions.
Personal Attributes
  • Calm, disciplined, and thoughtful in approach.
  • Forward-looking and risk-aware.
  • Comfortable operating in a governance and advisory capacity rather than an operational role.
  • Values structure, clarity, and sound decision-making.
  • Demonstrates professional presence and confidence when engaging with colleagues across levels.
  • Comfortable participating actively in meetings and articulating views clearly and respectfully, including with senior leadership.
