Assistant Manager, Land Development and Permitting Program Manager (APAC)
Overall, responsible / oversees the entire process of land development, from initial planning and permitting to project execution, ensuring compliance and successful project delivery in APAC, including developing frameworks and policies, reviewing land documents, and negotiating with landowners and local authority regulatory agencies.
Key Responsibilities
- Support and assist in managing the end-to-end land development process for data centre projects in APAC, including planning, permitting, documentation review, and regulatory coordination.
- Assist in obtaining land use permits, approvals, and other regulatory entitlements required for data centre development, ensuring compliance with local laws and industry standards.
- Coordinate with relevant agencies such as Land Authorities, Transport Authorities, Utilities Providers, and Data Centre Regulatory Bodies for timely submission and approval of permits.
- Support the development of permitting timelines, milestones, and strategies for new land developments, identifying potential risks and delays.
- Prepare, review, and ensure completeness and accuracy of permit application documents before submission to authorities.
- Work closely with local authorities, landowners, consultants, and internal teams to facilitate the permitting and approval process.
- Provide regular updates and weekly reports to Senior Management on the progress of permitting activities, highlighting risks, issues, and mitigation actions.
- Assist in developing risk mitigation plans to ensure project compliance with laws and regulations, reducing the potential of delays, fines, or project disruptions.
- Support the VP of Resources Development in the land acquisition process, including land document review, due diligence support, framework creation, and regulatory coordination.
- Assist in obtaining easements, rights-of-way, and other land access requirements.
- Other duties as and when necessary, associated with the role.
Requirements
- Possess a bachelor’s degree in Civil Engineering, Architecture, Urban Planning, or related field.
- 3–8 years of relevant working experience in land development or permitting roles, ideally in large-scale data centre, industrial, or infrastructure projects. Experience in Malaysia or Thailand is an added advantage.
- Strong understanding of land use processes, planning requirements, permitting workflows, and local regulatory practices in APAC.
- Good project coordination and organisational skills to support the development lifecycle for land-related activities.
- Strong interpersonal skills to collaborate effectively with government agencies, local authorities, landowners, consultants, and internal stakeholders.
- Good analytical and problem-solving abilities, with attention to detail when preparing and reviewing documents.
- Ability to work both independently with minimal supervision and collaboratively within cross‑functional teams.
- Strong communication skills (written & oral) with the ability to prepare concise reports and updates for management.
- Proficient in MS Office applications. Familiarity with planning tools, mapping systems, or land documentation is advantageous.
- Willingness to travel within the region for site visits, meetings, and regulatory engagements when required.
- Relevant professional certifications in land development, planning, or project management will be an added advantage.
