Job summary

A prominent oil and gas company in Kuala Lumpur is seeking a Legal Advisor to support procurement contracts. The role involves reviewing and drafting contracts, providing legal guidance, and ensuring compliance with regulations. The ideal candidate will have over 10 years of experience in the oil and gas sector, strong negotiation skills, and the ability to explain complex legal concepts clearly. This position offers an opportunity to work closely with both internal teams and external partners on procurement matters.

Qualifications

  • Knowledge of contracting and procurement is required.

Job description
KEY OBJECTIVES
  • Support in contractual matters including but not limited to reviewing and drafting procurement contracts, contractual negotiations, tendering activities and post award issues, where necessary
  • Collaborate with contract holders/users and corporate legal where necessary to develop the procurement contracts and related contracts with the best possible terms for PTTEP and ensure PTTEP’s objectives are in place as well as PTTEP’s risk and exposures are mitigated
  • Provide risk assessment and legal impact of business decisions regarding procurement contract and other related agreements for pre and post award activities
PRINCIPAL ACCOUNTABILITIES
  • As an Advisor, to efficiently provide legal support and guidance to various procurement segments, including but not limited to developing Standard Form of Contract, addressing contractual exceptions/qualifications by bidders in a timely manner to ensure finalization of contractual tendering exercise, review tender documents in consultation with the procurement team, ensure deviations are in line with PTTEP and PETRONAS guidelines
  • To support and provide legal advice on pre and post award issues including but not limited to interpretation of Contracts and contractual management related issues to contract holder/users and procurement team
  • Collaborate with legal team and stay updated on best practices, regulatory changes and implementation of PTTEP’s policies and procedures to ensure compliance with applicable laws and regulations
  • Support other procurement legal initiatives and projects as assigned by Head of Procurement and Contracts Section
KEY AUTHORITIES
  • Responsible for the developing and reviewing of procurement contracts/agreements
  • Responsible for finalizing all procurement contractual negotiations
  • Responsible for presentations and communications with Petronas and partners for related procurement contractual matters where necessary

  • PETRONAS; other subsidiaries and affiliates of PETRONAS, where relevant and other Production Sharing Contractors (PSC)

QUALIFICATIONS AND EXPERIENCE
Mandatory
  • Bachelor of Laws OR professional legal qualification or equivalent with minimum 10 years’ experience working in the oil and gas sector
  • Must be analytical and able to work independently with strong influencing, negotiation and facilitation skills
  • Fluent in written and spoken English. Excellent verbal and communication skills particularly in explaining legal concepts and simple language to non‑lawyers and providing succinct, accurate and comprehensible legal advice
  • Knowledge of contracting and procurement is required
Desirable
  • Experienced in oil and gas industry is preferred
  • Familiar with Upstream Oil & Gas procurement contracts
  • Familiar with the Malaysian upstream oil & gas industry
