Overview

The Service Manager of SEN is responsible for leading, developing, and implementing strategies and initiatives that promote inclusive education and ensure the provision of high-quality support for children and young people with special educational needs and disabilities (SEND).

Main purpose of Job: Provide strategic leadership and direction in promoting inclusive education and ensuring the provision of high-quality support for children and young people with special educational needs and disabilities (SEND). The role will have an emphasis on improving services and building relationships with key stakeholders including parents, carers and schools. The role involves developing and implementing strategies, policies, and initiatives that drive excellence, improve outcomes, and champion the rights and well-being of all children and young people, with a specific focus on those with SEND. Work collaboratively with internal and external stakeholders to ensure the effective identification, assessment, and provision of support and intervention services, while also promoting partnership working, staff development, compliance with regulations, and efficient budget management. The individual will be required to have a knowledge and understanding of the Safety Valve programme. Ensure that all children and young people have equal opportunities to thrive and achieve their full potential within an inclusive educational environment.

Responsibilities
  1. Develop and implement a strategic vision for special needs and inclusion services that aligns with the council's overall objectives and priorities.
  2. Lead and manage the provision of high-quality support services for children and young people with special educational needs and disabilities (SEND), ensuring their needs are identified, assessed, and met effectively.
  3. Take responsibility for effective financial planning, budget management, and resource allocation within the department. Maximise the efficient use of resources to meet the needs of children and young people with SEND while achieving value for money.
  4. Oversee the coordination and implementation of statutory processes related to SEND, including timely completion of Education, Health and Care Plans (EHCPs), annual reviews, and transitions.
  5. Collaborate with schools, educational providers, and external agencies to ensure the effective integration and coordination of services for children and young people with SEND.
  6. Provide guidance and support to school staff, parents/carers, health partners and other stakeholders on inclusive practices, differentiation strategies, and support interventions to promote positive educational outcomes for children with SEND.
  7. Monitor and evaluate the impact and effectiveness of special needs and inclusion services, using data and evidence to inform decision-making and drive improvements in practice.
  8. Ensure compliance with statutory requirements, regulations, and legislation related to SEND and inclusion. Stay abreast of national and local policies, legislation, and best practices related to special needs and inclusion, ensuring compliance and promoting continuous improvement.
  9. Lead and develop a team of professionals involved in special needs and inclusion, providing supervision, training, and professional development opportunities to enhance their skills and knowledge.
  10. Collaborate with other departments and teams within the council to ensure a joined-up approach to supporting children and young people with SEND, including coordination with social care, health services, and other relevant stakeholders.
  11. Act as a key point of contact for parents/carers, advocacy groups, and external organisations regarding matters related to special needs and inclusion, fostering positive relationships and effective communication.
  12. Engage with parents/carers, advocacy groups, and other stakeholders to ensure their voices are heard, and their perspectives are considered in decision-making processes. Seek feedback and actively involve stakeholders in shaping and evaluating services.
  13. Ensuring compliance with statutory processes and procedures for handling complaints and appeals related to special educational needs. Providing guidance and support to staff involved in complaints procedures, ensuring fair and transparent processes are followed.
  14. Liaising with legal representatives and attending tribunals or hearings as necessary to represent the council's position and ensure compliance with legal obligations.
  15. Prepare reports, presentations, and other documentation to communicate the progress, achievements, and challenges of special needs and inclusion services to senior management, elected officials, and external partners.
  16. Ensure compliance with safeguarding policies and procedures, promoting the well- being and safety of children and young people with SEND.
  17. Undertake any duties commensurate with the level of responsibility of the post
