As a key contributor to the Toronto Public Health Management Team, the Associate Director, Public Health will provide leadership and direction for strategy, planning, delivery and evaluation of services and standards.

We are searching for individuals who thrive in a fast paced, demanding environment to assist the Toronto Public Health Senior Management Team to manage and respond to clinical services, health promotion across the life span and other public health programs. The Associate Director will be responsible for supporting the development and implementation of strategies and policies, monitoring various mediums including Board of Health, government communications, media, research and other sources to ensure Toronto Public Health responds to emerging public health priorities. They will also facilitate the development of effective policies, issues management and communication, and ensure the successful delivery of various programs.

Major Responsibilities

• Provides direction regarding program planning, development and implementation in relation to service delivery, quality assurance, information management, reporting and integration of programs and services of a specified portfolio of programs in a directorate.
• Leads policy development, recommends and approves procedures regarding program specific requirements based on long-term needs.
• Contributes to the continuous improvement of directorate performance through analysis and implementation of sound management practices and procedures, provides subordinate program management staff with direction and guidance, processes and tools to increase efficiencies and improve effectiveness of the services provided.
• Leads and motivates a diverse workforce, ensuring effective teamwork, provides resolution to complex labour relations issues, ensures high standards of work quality, organizational performance and continuous learning and encourages innovation in others
• Develops, recommends and administers the annual budget for the portfolio, and ensures that expenditures are controlled and maintained within approved budget limitations.
• Manages staff complement control, authorizes and controls vacation and overtime requests for management and/or nonunion staff. Monitors and evaluates staff performance and approves salary increments.
• Directs operations by providing leadership, direction and support to subordinate management staff who are accountable for the day-to-day operation of the programs.
• Monitors program performance and make necessary adjustments to ensure targets are met.
• Builds effective management teams and supports the development of collaborative working relationships and the coordination of activities across all programs.
• Provides guidance and direction regarding issues and risk management when there are implications for the division, other city services, inter-governmental liaisons and political sensitivities.
• Provides oversight and policy framework for program management including consultation on legal issues related to client and/or service follow-up.
• Negotiates service contracts and performance targets and prepares business cases and procurement requests in accordance with corporate requirements.
• Establishes employee recruitment, retention and recognition strategies. Ensures due diligence to occupational health and safety.
• Monitors community health indicators and identifies emerging issues and priorities in the external environment that could impact community health needs and/or service delivery pressures and uses this information to direct the establishment of public health interventions that improve the health of the City's residents.
• Develops multi-year strategic and operating plans that are innovative and evidence-based, maximizes service delivery efficiencies and integrates access and equity principles.
• Directs and holds responsibility for compliance with Ontario public health standards, applicable statutes, municipal by-laws and City Council directives.
• Directs activities related to accreditation standards, quality assurance, risk management and serious occurrence response within the service area.
• Develops and maintains appropriate communication, consultation, expert advice and/or partnership strategies to ensure effective working relationships with external agencies and health service providers and establishes protocols that support referral, service coordination and continuity of service.
• Ensures community input and participation in service planning as appropriate.
• Establishes mechanisms (including information management, data collection systems and policies and procedures) to support and monitor compliance with the applicable practice standards for regulated health professionals.
• Participates in the review, planning and conduct of applied research including the preparation and review of research proposals and the submission of abstracts and delivery of presentations.
• Represent Toronto Public Health and supports the Medical Officer of Health and/or director at meetings with the Board of Health, City Council and related standing committees.
• Manages information and action requests from Members of Council, City Manager’s Office, Deputy City Manager’s Offices, etc., through verbal response, reports and briefing notes.
• Supports and contributes to the development of materials for Board of Health, including drafting and editing reports, presentations, background materials, etc.
• Leads working groups, chairs meetings with internal and external partners
• Establishes and maintains relationships with other municipal divisions and other levels of governments on programming and policy issues.
• Leads investigations into reported regulatory and policy breaches e.g. fraud and waste, human rights and harassment.
• Participates in the development and implementation of Toronto Public Health emergency response plan as it relates to overall incident management and the training and redeployment of staff. As assigned, directs and manages emergency responses.
• Participates in the development and implementation of business continuity plans of a specified portfolio of programs.
• Provides coverage for the director.

Key Qualifications

1. Extensive experience in management, strategy and policy development, issues management and program planning to facilitate service delivery, preferably in a hospital, community health agency, public health or comparable field. (Senior management experience considered an asset).
2. Post-secondary education in public health, public administration or in a professional discipline pertinent to the job function, plus relevant management training and experience. Preference will be given to applicants with a master's degree.
3. Extensive experience managing complex assignments from inception through to implementation while balancing partnerships with political, community and other stakeholders.
4. Demonstrated ability to build effective teams in unionized and non-unionized environments that delivers results. Considerable experience leading, managing, coaching, holding accountable and motivating a diverse team of professionals with a commitment to continuous learning, innovation and developing others.
5. Familiarity with Ontario Statutes, including Occupational Health and Safety Act, Health Protection and Promotion Act, and Municipal Freedom of Information, Personal Health Information Protection Act
6. Highly developed interpersonal, analytical and critical thinking skills with the ability to resolve conflicts, problem solve, negotiate and interact with all levels of the organization to forge effective internal and external relationships.
7. Advanced verbal and written communication skills including considerable experience in the preparation of reports/briefing notes for both technical and non-technical audiences.
8. Highly developed sense of discretion, judgment and political acumen to deal with sensitive and confidential matters
