Overview

The Department of Families is looking for a Regional Director - Northern Region with Community Services & Supports. The headquarter may be located in any of the following locations; Selkirk, Stonewall, Gimli, Swan River, Flin Flon, The Pas, or Thompson, Manitoba. The incumbent will be expected to travel regularly within the Northern Region in order to facilitate leadership of service delivery to Northern offices.

Duties

As a member of the department’s management team, the Regional Director – Northern Region, is responsible to lead and manage the delivery of programs and services that support adults living with an intellectual disability, and children with disabilities and their families. The Regional Director also provides advice and support to the Executive Director responsible for Regional Social Services.

The RSS service regions are collectively responsible for direct service delivery of a range of programs offered by the Department of Families, including, but not limited to, disability services (Community Living disABILITY Services, Children’s disABILITY Services, Autism & Early Intervention Supports, Employment and Income Assistance). Services delivered by each region may offer a slightly different mix of those programs.

Qualifications
  • Post‑secondary degree in social work, business or public administration or a related field; a combination of related education and/or experience may be considered.
  • Extensive knowledge and experience in social services that includes program delivery, program oversight, evaluation, and financial management.
  • Proven ability as a leader with a commitment to create, support and sustain a diverse environment that enables staff to achieve results and to develop for the future.
  • Demonstrated ability to leverage opportunities for innovation, find creative solutions to issues, and successfully manage change.
  • Management experience with responsibility for human and financial resources.
  • Experience translating strategic priorities into clear operational and business plans, and experience with strategic performance management and measurement systems (e.g. Key Performance Indicators).
  • Strong verbal and written communication skills with experience managing internal and external stakeholder relationships.
  • Political acumen demonstrated through experience providing strategic advice to senior leaders on complex topics and sensitive issues.
  • Strong financial acumen with experience in budgeting and financial management.
  • Experience within a social services setting providing leadership and direction in the design and implementation of legislation, policies, and programs.
  • Experience building relationships with community partners and external resources; including service delivery agencies, Indigenous peoples with a focus on the implementation of the principles of reconciliation, and disability community groups and networks.
  • Understanding of the substitute decision maker roles and responsibilities.
  • Understanding of the roles and responsibilities of the Office of the Commissioner for Adults Living with an Intellectual Disability.
Conditions of Employment
  • Must be legally entitled to work in Canada.
  • Must provide and maintain a satisfactory Criminal Record Check with a vulnerable sector search, Child Abuse Registry Check and Adult Abuse Registry Check.
  • Must have a valid driver's licence, access to a vehicle, and the ability to travel within the Province of Manitoba on government business, including overnight travel.
