Civil Procurement Engineer

Job Location: Dubai, UAE

Job Description:

1. Review or assess technical specification, BOQ (Bill of Quantity), and Drawings to determine suitable vendors and suppliers.
2. Develop specifications and performance test requirements to facilitate procurement of parts and equipment.
3. Analyze technical data, designs, preliminary specifications, manufacturing limitations, supplier facilities, and availability of parts and equipment.
4. Consult with engineering personnel to establish performance criteria and specifications for procurement of project-specific materials.
5. Identify vendors and confirm specifications, costs, inspection, and similar problems relating to materials and equipment to establish a professional database of suppliers.
6. Perform pricing analysis and recommend contracts that result in best value procurement.
7. Arrange and participate in conferences between suppliers and engineers, purchasers, inspectors, and other company personnel to facilitate material inspection, substitution, standardization, rework, salvage, utilization, and economical procurement of materials.
8. Gather market intelligence on supply base and technology trends on assigned commodities.
9. Assist in the development and the implementation of short and long-term sourcing strategies.
10. Liaise with inspection/expediting group or other inspection organization to obtain economic and expeditious inspection of equipment and materials.

1. Bachelor's Degree in Engineering.
2. Strong data analysis skills.
3. Expertise in MS Office, especially Excel, for financial modeling.
4. Understanding of technical blueprints and schematics.
5. Knowledge of quality control standards.
